【摘要】：2007年7月《中华人民共和国农民专业合作社法》施行,以法律形式明确了农民专业合作社的市场主体地位,从合作社的建立、运营到优惠政策都有了明确的规定。农民专业合作社作为新型农业经营主体,能够更好地适应大市场的要求,是提升农民组织化水平,推进现代农业建设的重要载体之一,在社会主义新农村建设中作用重大。村办合作社是农民专业合作社的主要类型之一,实现了村组织与合作社的优势结合,对促进村集体和村民增收发挥了积极作用。在对博兴县多家村办农民专业合作社调研中发现,村干部与农民专业合作社之间由于思想认识等方面的原因,会产生矛盾冲突;基层政府在推动合作社发展方面的工作也存在很多不足。因此需要对这些问题进行分析,采取针对性的措施,促进村办农民专业合作社健康发展。
[Abstract]:In July 2007, the "Law of the people's Republic of China on Farmers' specialized Cooperatives" came into force, which defined the status of the farmers' professional cooperatives as the main body of the market in the form of law, from the establishment, operation and preferential policies of the cooperatives to a clear stipulation. As the main body of new agricultural management, farmers' specialized cooperatives can better adapt to the requirements of the large market, is one of the important carriers to promote the farmers' organizational level and promote the construction of modern agriculture, and plays an important role in the construction of the new socialist countryside. Village-run cooperatives is one of the main types of farmers' professional cooperatives, which realizes the combination of village organizations and cooperatives, and plays an active role in promoting village collectives and villagers' income. In the investigation of farmers' professional cooperatives run by many villages in Boxing County, it is found that there will be contradictions and conflicts between village cadres and farmers' professional cooperatives due to ideological understanding and other reasons. Grass-roots governments also have many shortcomings in promoting the development of cooperatives. Therefore, it is necessary to analyze these problems and take targeted measures to promote the healthy development of village farmers' specialized cooperatives.
