岳阳楼区耕地质量等别年度更新评价与分析

【摘要】:本文以岳阳市岳阳楼区为例,按照国土资源部部署的县级耕地质量等级评价工作,在2010年度耕地质量等级补充完善成果基础上,依据《农用地质量分等规程》(GB/T 28407-2012)和《湖南省耕地质量等别更新评价技术手册》技术方法,采用2013年度土地变更调查、农村土地整治监测监管系统、耕地占补平衡系统等数据,对2010-2013年度耕地质量等别变化,开展年度耕地质量等别更新评价研究,在此基础上,对结果进行了分析。评价结果显示,岳阳楼区耕地从等别质量所占百分比来说,总体质量呈上升趋势。该地区的耕地质量建设项目已经初见成效。但另一方面,由于该地区是岳阳市的中心城区,城镇扩张引起的耕地占用情况较明显,新增耕地自然质量等为8等,而减少耕地多为2等,在研究区域内存在一定程度的占优补劣情况,且新增耕地数量上也大大低于减少耕地。从耕地质量角度看,研究区域自然条件优越,光、热、水资源丰富,土壤有机质含量较高,在2.0-4.0%之间,水田基本无障碍层次,旱地土壤有效土层厚度大多在60cm以上,土地生产潜力大。影响耕地质量的障碍因素主要为:土壤质地粘重,水田粘质土壤面积占70%以上,旱地粘质土壤面积占90%以上;土壤酸化退化明显,pH值小于5.5的土壤面积占30%以上;土壤有机质含量有下降趋势。针对上述问题,提出具有针对性的对策和建议,首先应该做好城市土地利用规划工作,从根本上控制现有耕地面积减少,积极补充耕地,达到耕地数量动态平衡的目标。然后应该加强农田的基本建设,多渠道提高土壤肥力,从而提高耕地质量。从使用者来说,应该普及教育农民科学用肥,配方施肥,实现用地和养地相结合。研究成果为当地基本农田集中区的划定、基本农田整备区的划定以及耕地保护补偿机制的建立提供了科学的依据。
[Abstract]:Taking Yueyang Lou District of Yueyang City as an example, according to the evaluation work of cultivated land quality grade at the county level deployed by the Ministry of Land and Resources, and on the basis of the supplementary and perfect results of cultivated land quality grade in 2010, According to the Technical methods of "grading rules of Agricultural Land quality" (GB / T 28407-2012) and "Technical Manual for Evaluation of cultivated Land quality in Hunan Province", the data of land change investigation in 2013, monitoring and monitoring system of rural land regulation, and system of farmland occupation and compensation balance were adopted. Based on the evaluation of cultivated land quality and cultivated land quality in 2010-2013, the results are analyzed. The evaluation results show that the total quality of cultivated land in Yueyang Lou District is on the rise in terms of the percentage of equal quality. The cultivated land quality construction project in this area has already achieved initial results. But on the other hand, as this area is the central urban area of Yueyang City, the occupation of cultivated land caused by urban expansion is obvious, the natural quality of new cultivated land is 8, and the decrease of cultivated land is more than 2. In the study area, there are some advantages and disadvantages, and the amount of new cultivated land is much lower than that of reducing cultivated land. From the point of view of cultivated land quality, the natural conditions of the study area are superior, light, heat, abundant water resources, high content of soil organic matter, between 2.0% and 4.0%, paddy field is basically unobstructed layer, the thickness of effective soil layer of dryland soil is more than 60cm. Land production has great potential. The main factors affecting the quality of cultivated land are: soil texture and weight, soil area of paddy field clay more than 70%, dry land clay soil area more than 90%, soil acidification degradation and soil area with pH value less than 5.5 account for more than 30%. The content of soil organic matter decreased. In view of the above problems, the countermeasures and suggestions should be put forward. Firstly, the urban land use planning should be done well, the existing cultivated land area should be fundamentally controlled, the cultivated land should be actively supplemented, and the dynamic balance of cultivated land quantity should be achieved. Then we should strengthen the basic construction of farmland and improve soil fertility through multiple channels to improve the quality of cultivated land. As far as the users are concerned, farmers should be popularized and educated to use scientific fertilizer, formula fertilizer, and combine land use with cultivation land. The research results provide a scientific basis for the delineation of the local basic farmland concentration area, the demarcation of the basic farmland preparation area and the establishment of the compensation mechanism for the protection of cultivated land.
