基于信息化发展视角下精准扶贫的策略研究

【摘要】：当前我国在信息化扶贫方面还比较薄弱,信息技术在脱贫攻坚中的作用没有得到充分发挥。文章基于信息化发展视角,利用现有的信息化技术,科学地与精准扶贫工作结合,在公共产品理论、信息不对称理论、信息贫困等相关理论的支持下,深入剖析信息化精准扶贫发展受限的根源和症结所在,提出以"挂图作战大数据管理平台、驻村干部管理平台、精准扶贫公共服务平台、精准扶贫APP应用平台、综合扶贫管理平台"为内容的"五位一体"精准扶贫信息化大数据管理平台的应用体系及建立相应的规章制度,有利于提高我国扶贫资源效率和贫困地区的信息化建设水平,实现贫困地区整体脱贫致富,为确保我国2020年全面建成小康作出贡献。
[Abstract]:At present, our country is still weak in information poverty alleviation, and the role of information technology in overcoming poverty has not been brought into full play. Based on the perspective of information development, using the existing information technology, scientific and accurate poverty alleviation work, supported by the theory of public goods, information asymmetry theory, information poverty and other related theories. By deeply analyzing the root cause and crux of the limited development of information precision poverty alleviation, it is proposed that the "wall chart combat big data management platform, the village cadre management platform, the precision poverty alleviation public service platform, and the precision poverty alleviation app application platform" be put forward. The application system and the corresponding rules and regulations of the "five-in-one" precision poverty alleviation information big data management platform, which is the content of the comprehensive poverty alleviation management platform, will help to improve the efficiency of poverty alleviation resources and the level of informatization construction in poor areas in China. The realization of poverty-stricken areas as a whole will contribute to the overall establishment of a well-off society in 2020.
