区域土地规制的实施效果及典型评估方法的实证研究

【摘要】:论文在土地对经济发展的约束增加、经济发展质量低下的背景下,提出了以土地规制来调控区域发展,即区域土地规制的理念,构建了区域资源规制的基本框架,分别从资源、经济、生态和社会四个层面建立区域土地规制的评估标准体系,分析列举了四种区域土地规制效果评估的典型方法对我国重点土地规制的实施效果进行评估,最后以重庆市为例基于问卷调查法和数据包络法这两个定性与定量相结合的典型方法对区域土地规制进行实证分析。得出如下结论:1.重庆市土地规制实施效果的总分为82.57,总体情况良好。在土地规制实施效果情况(A1-79.62)的评价中规制实施机制(B1)方面,对土地规制过去实施经验与实施现状、规制的形成与发展方面的认知度不够高;信息系统的完善性不足,电子政务内容有待充实、功能有待完善、服务水平有待提高:监督人员和监督机构的能力有待提高;在规制的实施成本及效率(B2)方面,人力资源投入及利用效率水平表现较为理想,但仍然存在资金投入规模过大、机会成本较高等问题,政府必须提高专项资金的利用效率和公平性、加强监控土地规制的实施质量,防止出现追求进度而忽略实施后的质量的状况;在土地规制实施效果(A2-84.23)的评价中规制的直接效果(B3)方面,虽然土地规制实施后导致重庆市经济增长和经济增长率的提高,但是土地规制的实施也可能引发新的问题;在规制的附带效果和效应(B4)方面,土地规制的实施在提高竞争力和综合实力、促进公众参与等方面有积极作用,公众满意程度较高,但仍有一定的提高空间。2.重庆市土地规制的综合效率为0.829,尚未实现土地规制的DEA有效。渝中区、江北区等14个区县实现了土地规制的总体DEA有效、技术有效和规模有效。全市38个区县的国有建设用地供应均未出现冗余,而在重庆市土地规制DEA非有效的区县中,部分区县的固定资产投资和劳动力资源未得到充分的利用,地区生产总值和第三产业占GDP的比重未达到有效水平,土地规制对于遏制土地违法行为的有效性不足,说明这几个区县存在产业结构和劳动力资源配置不合理,土地投入不当的情况。除了渝中区和江北区等14个规模收益不变的区县,其余24个区县中云阳县、奉节县和巫溪县的规模报酬递减,表明这三个区县的投入效率和资源利用度低下,应加强政府的引导和控制。
[Abstract]:Under the background of the increase of land constraints on economic development and the low quality of economic development, the paper puts forward the idea of regulating regional development by land regulation, namely, the concept of regional land regulation, and constructs the basic framework of regional resource regulation, respectively, from the perspective of resources. This paper sets up the evaluation standard system of regional land regulation at the four levels of economy, ecology and society, and analyzes and enumerates four typical methods of evaluating the effect of regional land regulation on the implementation effect of the key land regulation in China. Finally, taking Chongqing as an example, this paper makes an empirical analysis of regional land regulation based on two typical qualitative and quantitative methods: questionnaire survey and data envelopment method. Come to the following conclusion: 1. The total score of the effect of land regulation in Chongqing is 82.57, and the overall situation is good. The comprehensive efficiency of land regulation in Chongqing is 0.829, but the DEA efficiency of land regulation has not been realized. The total DEA efficiency, technical efficiency and scale efficiency of land regulation have been realized in 14 districts and counties of Yuzhong District and Jiangbei District. There is no redundancy in the supply of state-owned construction land in 38 districts and counties in the whole city. However, among the districts and counties in Chongqing where DEA is not effective, the fixed assets investment and labor resources of some districts and counties have not been fully utilized. The proportion of regional GDP and tertiary industry in GDP has not reached an effective level, and the effectiveness of land regulation in curbing illegal land activities is insufficient, which indicates that the industrial structure and the allocation of labor resources are unreasonable in these districts and counties. An improper investment in land. With the exception of 14 districts and counties with no change in scale income, the other 24 districts, Yunyang County, Fengjie County and Wuxi County, have reduced returns on scale, indicating that the investment efficiency and resource utilization degree of these three districts and counties are low. The guidance and control of the government should be strengthened.
