吉林省柳河县农村人力资源开发问题研究

【摘要】:当今时代,全世界各国都意识到充分合理开发人力资源才是经济发展的第一动力,我国自古以来就是农业大国,在农村有着丰富的人力资源有待开发,农村社会主义的建设与发展首要任务就是加大开发农村人力资源力度,这有助于实现我国全面建成小康社会的新目标。吉林省是我国传统农业大省,其中一些地方经济相对落后,其中农村人口占据重要大部分,以柳河县为例对农村人力资源的合理开发研究与提出建议,进而推动柳河县以及吉林省全省的经济发展。研究人力资源的开发,首先要明确界定人力资源的含义,本文将从劳动力流动理论与人力资本理论两个方面并结合相关资料与切实数据对柳河县的人力资源进行详细分析。另外本文将从质量问题、数量情况以及结构缺陷三个方面进行探讨,得出柳河县目前存在基数大但是教育投入小、基础教育体系以及职业培训体系薄弱、医疗社保体系落伍以及人力资源结构不够完善等问题。文中建议第一:大力建设农村教育体系;第二:建立健全医疗保障制度;第三:完善结构,合理开发人力资源。
[Abstract]:Nowadays, countries all over the world have realized that fully and reasonably developing human resources is the first driving force of economic development. Our country has been a large agricultural country since ancient times, and there are abundant human resources to be developed in rural areas. The primary task of the construction and development of rural socialism is to strengthen the development of rural human resources, which is helpful to the realization of the new goal of building a well-off society in an all-round way in our country. Jilin Province is a large traditional agricultural province in China, some of which are relatively backward in economy, among which the rural population accounts for an important part. Taking Liuhe County as an example, the rational development of rural human resources is studied and put forward some suggestions. And then promote the economic development of Liuhe County and Jilin Province. In order to study the development of human resources, we should define the meaning of human resources clearly. This paper will analyze the human resources of Liuhe county in detail from two aspects: the theory of labor flow and the theory of human capital, combined with relevant data and practical data. In addition, this paper will discuss the problems of quality, quantity and structure defects, and draw the conclusion that Liuhe County has a large base but small investment in education, and the basic education system and vocational training system are weak. Medical and social security system is outdated and human resource structure is not perfect and so on. The first is to construct the rural education system, the second is to establish and perfect the medical security system, and the third is to perfect the structure and develop human resources reasonably.
