安徽省农机社会化服务组织经营机制研究

【摘要】:经过了长年的不懈努力,我国的农业农村经济不断迈上新台阶。如今农业的主要矛盾从总量不足的矛盾转变为结构性矛盾。近年来,在不断推进农业转型升级中,新农村和现代农业建设成为我国全面建成小康社会的重要任务。但在新形势下,各种问题也十分突出,供给侧的矛盾尤为明显。农机组织的供给与农户日渐增长的需求相矛盾,这大大阻碍了农业机械化的进程。随着农村市场经济体制的逐步完善,相应的农机购置补贴政策的陆续出台,在安徽省农机相关部门和农户的积极努力下,农机服务组织不断涌现。在“十三五”规划的实干一年,也是供给侧改革的深化之年,如何正确引导和规范农机社会化服务组织的发展,使其既能服务于农机化进程,也能使农户获得收益,是我们目前亟待回答的问题。本文从安徽省农机社会化服务组织的经营机制入手进行分析,主要分为七个部分:第一部分前言,介绍论文的研究背景、意义和目的,对研究方法及技术路线进行阐述;第二部分是理论基础及相关概论。对本文将要研究的相关理论基础进行梳理,对农机社会化服务、农机社会化服务组织,及经营营机制的概念进行分析,并罗列农机社会化服务组织的类型;第三部分是分析安徽省农机社会化服务组织的概况,其发展历程,现状及发展趋势;第四部分是分析安徽省农机社会化服务组织的经营机制,此章节通过前文对发展历程和现状研究的基础上,对安徽省农机社会化服务组织的经营机制,及组织的收益和成本进行详细分析,将组织的收益分为经济收益和社会收益。分析其成本构成,并对两种不同的组织形式进行比较分析;第五部分是三家安徽省农机社会化服务组织的案例分析,对比分析了三家组织的经营机制,以及它们之间的异同;第六部分是农机社会化服务组织有效运营的对策。根据前文研究结论,从政府、组织和农户不同的角度提出建设安徽省农机社会化服务组织的建议;最后第七部分是文章的研究结论和展望。
[Abstract]:After years of unremitting efforts, China's agricultural rural economy continues to step to a new level. Now the main contradiction of agriculture changes from the contradiction of insufficient quantity to structural contradiction. In recent years, in the continuous promotion of agricultural transformation and upgrading, the construction of new countryside and modern agriculture has become an important task of building a well-off society in an all-round way. But in the new situation, a variety of problems are also very prominent, supply-side contradictions are particularly obvious. The supply of agricultural machinery organization contradicts the increasing demand of farmers, which greatly hinders the process of agricultural mechanization. With the gradual improvement of the rural market economy system and the corresponding purchase subsidy policy of agricultural machinery, agricultural machinery service organizations have been emerging constantly under the active efforts of agricultural machinery departments and farmers in Anhui Province. In the year of the 13th Five-Year Plan and the deepening of supply-side reform, how to correctly guide and standardize the development of socialized service organizations of agricultural machinery so that they can serve the process of agricultural mechanization and also enable farmers to obtain benefits? It is an urgent question that we need to answer. This paper analyzes the management mechanism of agricultural machinery socialized service organization in Anhui Province, which is divided into seven parts: the first part is foreword, introduces the research background, significance and purpose of the paper, and expounds the research method and technical route; The second part is the theoretical basis and related introduction. This article will study the relevant theoretical basis to comb, the agricultural machinery socialization service organization, the agricultural machinery socialization service organization, and the management camp mechanism concept carries on the analysis, and lists the agricultural machinery socialization service organization type; The third part is to analyze the general situation of agricultural machinery socialization service organization in Anhui province, its development course, present situation and development trend; the fourth part is to analyze the management mechanism of agricultural machinery socialization service organization in Anhui province. Based on the research of the development course and the present situation, this chapter analyzes in detail the management mechanism, income and cost of the social service organization of agricultural machinery in Anhui Province, and divides the income of the organization into economic benefit and social benefit. The fifth part is the case analysis of three agricultural machinery social service organizations in Anhui Province, the comparative analysis of the management mechanism of the three organizations, as well as the similarities and differences between them; The sixth part is the effective operation countermeasure of agricultural machinery socialization service organization. According to the previous research conclusions, the author puts forward some suggestions on the construction of agricultural machinery socialization service organization in Anhui Province from different angles of government, organization and farmers. The seventh part is the conclusion and prospect of the article.
