福鼎市土地储备运行中存在的问题研究

【摘要】:土地储备是指各级的人民政府按照法定程序,在规定的权限范围内,用收回、收购、征用等方法,获得拥有土地使用权的土地,并对土地进行合理的处理,如储存或前期开发,或者向社会提供各种建设用地等的行为。中国自07年制定《土地储备管理办法》迄今实施了8年,已形成至上而下相对规范的运行体系。但在土地储备运行中,仍然存在不少问题函待解决。本文基于对土地储备运行机制及存在问题分析的基础,并有针对性地提出解决福鼎市土地储备运行问题的方法和对策,以为土地储备良好运行提供参考。本文以福鼎市为研究区域,根据08-14年该市土地利用及土地资源储备数据及发展动态,研究该市土地储备基本特征,并进一步采用层次分析法和综合指数法对福鼎市的土地储备运行进行绩效评价。结果表明,目前福鼎市土地储备运行中存在的主要问题包括:储备融资渠道单一,职能部门间协调不足,相关政策不够完善,工业用地未纳入收储行列影响工业用地的优化配置,土地储备和士地供应并不平衡。针对上述问题,本文提出完善福鼎市土地储备运作的对策建议:平衡土地供需,科学供地;拓展土地收储的资金融通渠道,充分利用抵押融资;提高储备职能部门之间的配合和协调能力,保证工作人员的沟通顺畅和人手充足,并提高人员工作的积极性;完善土地储备的规章制度,让收储工作有法可依;增加工业土地的收储,增加工业土地的开发,减少浪费:优化土地储备模式,使得市场信息更为公开:以拍卖和招标为主要交易方式,并运用好现有的法律手段。
[Abstract]:Land reserve means that the people's governments at all levels, in accordance with legal procedures and within the limits of their prescribed powers, acquire the land owned by the right to use the land by means of recovery, acquisition and expropriation, and dispose of the land reasonably, such as storage or early development, Or to the community to provide a variety of construction land and other behavior. Since China formulated the Land Reserve Management measures in 2007, it has been implemented for 8 years, and has formed a relatively standard operating system. However, in the operation of land reserve, there are still many problems to be solved. Based on the analysis of the operation mechanism of land reserve and the existing problems, this paper puts forward the methods and countermeasures to solve the problem of land reserve operation in Fuding City, which provides a reference for the good operation of land reserve. Based on the data and development trends of land use and land resource reserve in Fuding City from 2008 to 14, this paper studies the basic characteristics of land reserve in Fuding City. Furthermore, AHP and comprehensive index method are used to evaluate the performance of the land reserve operation in Fuding City. The results show that the main problems existing in the operation of the land reserve in Fuding City include: the single channel of financing for the reserve, the insufficient coordination among the functional departments, and the imperfect related policies. The optimal allocation of industrial land is affected by the non-inclusion of industrial land, and the balance between land reserve and land supply is not balanced. In view of the above problems, this paper puts forward countermeasures and suggestions to perfect the operation of land reserve in Fuding City: balancing land supply and demand, scientifically supplying land, expanding the financing channels of land collection and storage, and making full use of mortgage financing; To improve the coordination and coordination between the functional departments of the reserve, to ensure smooth communication and sufficient staff, and to improve the enthusiasm of the staff, to improve the rules and regulations of the land reserve, and to make the collection and storage work in accordance with the law; Increase industrial land storage, increase industrial land development, reduce waste; optimize land reserve mode, make market information more open; take auction and bidding as the main trading method, and make good use of existing legal means.
