聊城市农村低保边缘家庭义务教育救助问题研究

【摘要】：随着我国经济社会的快速发展,我国的各项社会保障体系尤其是农村社会保障体系也日益完善,农村低保群体享受的救助和保障越来越多,极大地解决了他们生活中的困难,提高了他们的生活水平。教育救助是中国社会保障体系不可或缺的组成部分,是社会主义优越性的本质体现,对三农问题的解决也有着重要的实践价值。农村社会保障体系中教育救助占据非常重要的地位,它不仅可以帮助需要救助的家庭缓解教育压力,更可以通过教育帮助他们从根本上摆脱贫困。聊城市属于山东省经济欠发达地区,目前教育救助的救助范围主要针对低保家庭,但是农村的特殊群体即低保边缘家庭却被忽视了。而义务教育是国家为保障适龄学生健康成长、保障他们接受教育的权利所实施的一定年限的强制教育的制度。对于农村低保边缘家庭来说,义务教育阶段的教育救助更为重要。因此本文在已有的农村低保边缘家庭研究成果和社会救助理论基础上,借助对聊城市Z村处于义务教育阶段的农村低保边缘家庭教育现状的调查,分析聊城市当前主要的教育救助政策以及实施效果,找出当前聊城市农村低保边缘家庭义务教育救助存在的问题,进而分析出导致这些问题的影响因素主要包括相关法律政策、责任主体、救助方式和救助程序等方面,从而得出本文的结论:即聊城市农村低保边缘家庭义务教育救助问题的解决需要社会各界的共同努力与支持,完善相关政策和法律法规,明确救助主体,丰富救助方式,规范救助程序和保障机制等,并希望通过本文的研究对聊城市农村低保边缘家庭义务教育救助问题的解决提供参考,并引起社会各界对农村低保边缘家庭义务教育救助问题的关注。
[Abstract]:With the rapid development of our country's economy and society, the social security system of our country, especially the rural social security system, is becoming more and more perfect. Improved their standard of living. Education relief is an indispensable part of China's social security system and the essence of socialist superiority. It also has an important practical value in solving the problems of agriculture, countryside and farmers. Education assistance plays a very important role in the rural social security system. It can not only help families in need to relieve the pressure of education, but also help them to extricate themselves from poverty fundamentally through education. Liaocheng belongs to the economically underdeveloped area of Shandong Province. At present, the scope of educational assistance is mainly aimed at the families with low living standard, but the special group in rural areas, that is, the marginal families with low living standard, has been neglected. Compulsory education is a compulsory education system implemented by the state to ensure the healthy growth of students of appropriate age and their right to receive education for a certain number of years. For rural marginal families, the compulsory education stage of educational assistance is more important. Therefore, based on the research results of rural marginal families and the theory of social assistance, this paper makes an investigation of the current situation of the rural marginal families in Z village in Liaocheng, which is in the stage of compulsory education. This paper analyzes the main educational relief policies and their implementation effects in Liaocheng, finds out the problems existing in the compulsory education assistance to the marginal families in the rural areas of Liaocheng, and then analyzes the influencing factors that lead to these problems, including the relevant laws and policies. The conclusions of this paper are as follows: the solution to the problem of compulsory education for the marginal families in the rural areas of Liaocheng needs the joint efforts and support of all walks of life. Improve the relevant policies and laws and regulations, clear the main relief, enrich the relief methods, standardize the rescue procedures and security mechanisms, and hope to provide a reference for the solution of the problem of compulsory education assistance to the rural families living at the edge of the minimum living standard in Liaocheng through the research of this paper. And causes the social all walks of life to the rural low-subsistence marginal family compulsory education assistance question concern.
