安徽省淮河流域农业可持续发展能力评价

【摘要】:《可持续农业研究教育法》是1985年时,在美国给予通过,也是最先让人们了解可持续发展具体含义的法规。从那之后,各国就开始着手可持续发展研究。对于可持续农业来说,影响其生产的主要因素就是环境与资源问题,时下很多发达国家都在这些问题上受到限制。我国是一个农业大国,所以对可持续农业问题上是十分重视的。但我国普遍存在着农业工作者文化水平低下,劳动人员素质不高等问题,这就要求中国必须走上可持续发展之路,在我国世纪议程上对此也有所体现。可持续发展在农业上有很多层次问题,在分类上会分成世界范围、国家范围以及地区范围的发展,不管怎样分类,最后结果都归集于区域问题。所以区域可持续发展问题就逐渐成为大家关注的话题,当指标体系建成之后,这个现象就更为突出,使得可持续发展从理论走入实践。淮河流域安徽段地区包含了省内八个地市,这些区域里人数比较众多,大多只依靠农作而生存,并且农业产业构成单一,农业发展受到人口、资源等很多原因的共同制约。如果要走出这种现状,就一定要走上可持续发展模式,且需要制定相应指标体系进行评判。本文主要就安徽淮河流域八个城市为主要研究对象进行农业可持续发展水平评估,并且在最终结果上提出一些可行性意见。区域可持续发展现状大部分是由当地农业可持续发展能力与水平共同制约着。本文在过去一些研究者研究的基础上,就阻碍安徽八个城市农业可持续发展的因素,再加上通过资料整理得到的量化数据,就目前农业发展现状进行可持续发展评价指标制定,包括人口、经济、社会、资源、环境这5个子系统和23项指标。从各个角度对淮河流域安徽段农业可持续发展水平进行一个判定与估计,同时对比这八个城市农业可持续发展能力,最后制定一个比较可行的可持续发展实施计划与方向。在给出评判结果之前,首先要用到2003年到2013年这十一年的农业发展数据,将数据进行标准化处理。其次,使用一些分析方法,比如主成分、聚类、综合分析等评价方法,用指标综合评级法算出农业系统和各子系统的得分,对该区域做一个总的评价。同样,使用2013年数据为该流域各市情况进行分别得分计算,并为各市的情况进行排序。再次,总结淮河流域安徽段的农业可持续发展水平情况,最后得到结果显示此区域可持续发展处于良好等级,但是在资源和环境问题上还是有诸多不完善之处,所以要对此加以重视。对以上分析结果进行综合处理,本文最后就人口、资源、环境、政策体制等方面给出一些可行性办法与建议。
[Abstract]:The Education Act on Sustainable Agricultural Research was passed in the United States in 1985 and was the first to let people understand the specific meaning of sustainable development. Since then, countries have begun to study sustainable development. For sustainable agriculture, the main factor affecting its production is the environmental and resource problems, which are restricted by many developed countries. Our country is a big agricultural country, so we attach great importance to sustainable agriculture. However, there are many problems in our country, such as the low cultural level of agricultural workers and the low quality of workers, which requires China to take the road of sustainable development, which is also reflected in the agenda of our country in the century. Sustainable development in agriculture has many levels of problems, in the classification will be divided into the world, national and regional development, regardless of the classification, the final results are concentrated in regional issues. So the problem of regional sustainable development has gradually become a topic of concern, when the index system is completed, this phenomenon is more prominent, making sustainable development from theory to practice. The Anhui section of Huaihe River Basin contains eight prefectures and cities in the province. There are many people in these regions, most of them only depend on farming to survive, and the agricultural industry is single, and the agricultural development is restricted by the population, resources and many other reasons. If we want to get out of this situation, we must go on the sustainable development model, and we need to establish the corresponding index system to judge. This paper mainly evaluates the level of agricultural sustainable development in eight cities of Huaihe River basin in Anhui Province, and puts forward some feasible suggestions on the final results. The present situation of regional sustainable development is restricted by the ability and level of local agricultural sustainable development. Based on the research of some researchers in the past, this paper makes the evaluation index of agricultural sustainable development on the basis of the factors that hinder the sustainable development of agriculture in eight cities of Anhui Province, and the quantitative data obtained by collating the data. Including population, economy, society, resources, environment, these five subsystems and 23 indicators. This paper evaluates and estimates the level of agricultural sustainable development in Anhui section of Huaihe River Basin from various angles, and at the same time makes a more feasible implementation plan and direction for sustainable development of agriculture compared with the eight cities. Before giving the judgment results, the 11-year agricultural development data from 2003 to 2013 will be used to standardize the data processing. Secondly, using some analytical methods, such as principal component, clustering, comprehensive analysis and other evaluation methods, using the index comprehensive rating method to calculate the agricultural system and sub-system scores, to make a general evaluation of the region. Similarly, 2013 data were used to score and rank cities in the basin. Thirdly, we summarize the situation of agricultural sustainable development in Anhui section of Huaihe River Basin, and finally get the result that the sustainable development of this region is in a good grade, but there are still many imperfections in resources and environment. Therefore, we should pay attention to this. Finally, this paper gives some feasible methods and suggestions on population, resources, environment, policy system and so on.
