林州市农民增收问题研究

【摘要】：农民增收问题,是我国实施改革开放基本国策后,在由农业大国向工业兴国、工业强国的过程中,在计划经济条件下,国家政策向工业现代化发展方向倾斜,使我国的农业发展逐渐滞后。国家政策和经济扶持方面也没有获得足够的支持,而且我国农业生产方式主要是家庭承包责任制,小农生产。与现代化的大农业生产方式已经不相适应,当前,党和国家领导人已经认识到实现我国农业的现代化,使农民收入增加,以习近平为总书记的党中央国务院提出了农业供给侧结构性改革。以市场发展规律为导向,加快农业发展方式转变,培育现代化农业经济生产方式,发展现代化、科技化、绿色化、生态化大农业经济。以“绿水青山,就是金山银山”的发展理念,把增加农民收入,融入地区经济发展的各个方面。在农业、工业、服务业协调可持续发展过程中,把农民增收问题作为一项系统性工程来解决,使农民实现有保障的收入增加,并脱贫致富,过上富裕的小康生活。因此,农民收入的增加,应该是一个涉及政策、经济扶持,科技、企业、政府等社会各方面的系统性工程,在全社会积极参与的大环境下,让农民群体实实在在的感受到经济发展所带来的红利。当前,我国处于全面建成小康社会,实现中华民族伟大复兴的关键时期。作为农业和农民人口大国,如何增加农民的财政收入,使农民过上富裕的小康生活,是党和政府解决“三农”问题的关键,正如,我党历届国家领导人所说:“解决中国问题的关键在农民”。河南省作为农村人口大省,林州市又是我省“三山”扶贫的重点区域,因此,河南省农民的增收,林州市农民的增收,将为河南省2020年全面脱贫及全面建成小康社会的实现起着重要意义。本文,将从林州市当前农民收入的主要来源;林州在农民增收方面具有的资源优势;各级政府对林州地区在“三农”和“精准扶贫”等相关政策和自身状况和优势,以及中央政府提出的“精准扶贫”方略,然后提出自己关于林州市农民增收的发展方略。希望通过自己的调查研究,可以为家乡农民父老的增收致富作出自己的贡献。
[Abstract]:The problem of increasing farmers' income is that, after the implementation of the basic national policy of reform and opening up, in the process of developing the country from a large agricultural country to an industrial and industrial power, and under the conditions of planned economy, the state policy tilted towards the direction of industrial modernization. The agricultural development of our country lags behind gradually. The national policy and economic support have not received enough support, and the agricultural production mode of our country is mainly the household contract responsibility system, small farm production. At present, the leaders of the Party and the state have realized that the modernization of agriculture in our country will increase the income of farmers. The Party Central Committee and the State Council, with Xi Jinping as the general secretary, put forward the structural reform on the supply side of agriculture. Guided by the law of market development, we should speed up the transformation of agricultural development mode, cultivate modern agricultural economic production mode, and develop modern, scientific and technological, green and ecological agricultural economy. With the development idea of "green water and green mountain, is Jinshan Yinshan", increasing farmers' income and integrating into all aspects of regional economic development. In the process of coordinated and sustainable development of agriculture, industry and service industry, the problem of increasing farmers' income should be solved as a systematic project, so that farmers can realize a guaranteed increase in income, get rid of poverty and become rich, and lead a well-to-do life. Therefore, the increase in farmers' income should be a systematic project involving policies, economic support, science and technology, enterprises, government, and other aspects of society, under the general environment of active participation by the whole society. Let the farmer group feel the dividend that economic development brings actually. At present, our country is in the key period of building a well-off society in an all-round way and realizing the great rejuvenation of the Chinese nation. As a large agricultural and peasant country with a large population, how to increase the peasants' financial income and enable them to lead a well-off life is the key for the Party and the government to solve the problem of "agriculture, rural areas and farmers". Our party's successive state leaders said: "the key to solving the Chinese problem lies with the peasants." Henan Province, as a province with a large rural population, Linzhou City is also a key area for "three mountains" in our province to alleviate poverty. Therefore, the income of farmers in Henan Province increases, and the income of farmers in Linzhou City increases. It will be of great significance for Henan province to lift out poverty and build a well-off society in 2020. In this paper, from the main sources of farmers' income in Linzhou City, the resource advantages that Linzhou has in increasing farmers' income, and the related policies and their own conditions and advantages of government at all levels in Linzhou area, such as "three rural areas" and "accurate poverty alleviation" and so on, And the central government put forward the "precision poverty alleviation" strategy, and then put forward their own development strategy on increasing farmers' income in Linzhou. I hope that through my own investigation and research, I can make my own contribution to increasing the income and wealth of my father's father in my hometown.
