【摘要】：辽宁省农民技术员培养工程是省科技厅为主导启动并实施,发展10年来,在提升农民学习新技术、农民技术员积极开展创新创业、创建农民合作组织、发展现代农业等方面的建设都发挥了重要作用。同时辽宁省各地区包括省内科研院所、专家组织、合作社等均予以积极响应配合,推动了培养工程的全面发展,进一步保证了农民技术员的培养效率,使各地区农业生产力大幅提高。随着"国家宽带战略"、"宽带下乡"政策的落实,农村地区互联网资源得到保证,作为信息传播的重要途径,辽宁省农民技术员培养工程也急需利用这一资源,进行农业信息线上相关资源的开发,因此开发一个针对农民技术员创新创业的服务平台显得十分必要。本文阐述了辽宁省农民技术员培养工程现阶段发展情况,同时分析了国内外相关农业线上信息化发展情况。在此基础上,分析了辽宁省农民技术员培养工程在实施过程中存在的问题,进而提出了开发建设辽宁省农民技术员创新创业服务平台的总体规划和开发流程,并根据各地区农民技术员所需,利用相关网络技术、数据库技术、多媒体技术以及人性化管理思想,设计并开发了服务农民技术员的网路平台。本服务平台主要有7个栏目,依次是培训班、慕课、项目、农产品、专业导师、农民讲师、服务站。同时建设了农民技术员管理信息系统,资源数据库,信息管理系统和网站管理系统。服务平台采用 Spring Mvc(Model-View-Controller)+jpa+Freemarker 架构进行设计编程,数据库是通过运用Hibernate开源技术框架,采用MS SQL-2008系统进行开发设计,整体平台各模块代码基于Java编程语言进行设计。在开发建设服务平台网站后,针对各部分系统功能模块和系统安全部分进行了测试,并最终通过测试,实现服务平台的顺利上线。辽宁省农民技术员创新创业服务平台的建成,整合了辽宁省各地区的农业科技信息、相关科研院所专家教授、辽宁省各地区农村农民技术员,对现阶段已有农业科技信息、农业技术、和不断出现的农业新信息进行集中发布,促进农业科技成果的转化,与辽宁省农民技术员培养工程形成线上和线下的互补。随着培养工程的稳步发展和信息技术的不断提升,辽宁省农民技术员创新创业服务平台对于省内各地区农村科技的发展、培养农民技术员、提升农业生产力、建设新形势下的新农村将起到越来越重要的作用。
[Abstract]:Liaoning Province farmer technician training project is the provincial science and technology department as the leading start and implementation, the development of 10 years, in the promotion of farmers to learn new technology, farmers technicians actively carry out innovative entrepreneurship, the establishment of farmers cooperation organizations, The development of modern agriculture and other aspects of the construction has played an important role. At the same time, all regions in Liaoning Province, including scientific research institutes, expert organizations, cooperatives and so on, responded positively, promoted the all-round development of the training project, and further ensured the training efficiency of farmers' technicians. Agricultural productivity in various regions has been greatly improved. With the implementation of the National Broadband Strategy and the policy of "Broadband going to the Countryside", the Internet resources in rural areas have been guaranteed. As an important way of information dissemination, the project of training rural technicians in Liaoning Province also urgently needs to use this resource. Therefore, it is necessary to develop a service platform for farmers' technicians to innovate and start their own businesses. This paper expounds the present situation of the farmer technician training project in Liaoning Province, and analyzes the development of information technology in the agricultural industry at home and abroad. On this basis, this paper analyzes the problems existing in the process of implementing the project of training farmers technicians in Liaoning Province, and then puts forward the overall planning and development process of developing and constructing the service platform for the innovation and entrepreneurship of farmers technicians in Liaoning Province. According to the needs of farmers technicians in various regions, a network platform serving farmers technicians is designed and developed by using related network technology, database technology, multimedia technology and humanized management idea. This service platform mainly has 7 columns, in turn is the training course, the admiration class, the project, the agricultural product, the specialized tutor, the farmer lecturer, the service station. At the same time, the farmer technician management information system, resource database, information management system and website management system are built. The service platform is designed and programmed with Spring MVC (Model-View-Controller) jpa Freemarker architecture. The database is designed by using hibernate open source technology framework and MS SQL-2008 system. The whole platform module code is designed based on Java programming language. After the development and construction of the service platform website, the system function modules and system security parts are tested, and finally, the service platform is successfully launched. The establishment of the Liaoning Provincial Peasant technician Innovation and Entrepreneurship Service platform has integrated the agricultural science and technology information of various regions in Liaoning Province, the experts and professors in relevant scientific research institutes, and the rural farmer technicians in various regions of Liaoning Province. At the present stage, there is already agricultural science and technology information. Agricultural technology and new agricultural information are released in a centralized way to promote the transformation of agricultural scientific and technological achievements and complement each other in line and offline with the training project of farmer technicians in Liaoning Province. With the steady development of training project and the continuous improvement of information technology, Liaoning Province Peasants technician Innovation Entrepreneurship Service platform for the development of rural science and technology in various regions of the province, training farmers technicians, improving agricultural productivity, Building a new countryside under the new situation will play a more and more important role.
