精准扶贫视域下干部驻村帮扶的减贫逻辑——以桂南s村的驻村帮扶实践为例

【摘要】：精准扶贫是脱贫攻坚决胜阶段国家扶贫开发的战略创新。在实施精准扶贫过程中,干部驻村帮扶工作围绕"扶持谁"、"谁来扶"和"怎么扶"等环节分成间接贫困干预和直接贫困干预两个结构部分,两者呈现出不同的减贫逻辑。前者包括了精准识别、扶贫对象精准管理的工作内容,属于政府扶贫范畴,呈现出科层化、制度化等特点,后者包括了结对帮扶等工作内容,属于社会扶贫范畴,呈现出非制度化特点,其扶贫资源供给和成效取决于驻村干部社会资源的动员能力。促进驻村帮扶资源供给的制度化,强化促进贫困村内源发展,是提升驻村帮扶整体减贫成效的两个重要方向。
[Abstract]:Precision poverty alleviation is the strategic innovation of national poverty alleviation and development. In the process of carrying out accurate poverty alleviation, the work of helping cadres in villages revolves around "who supports", "who will help" and "how to help", which are divided into two structural parts: indirect poverty intervention and direct poverty intervention, which show different logic of poverty reduction. The former includes the content of precision identification and precision management of the objects of poverty alleviation, which belongs to the category of government poverty alleviation, showing the characteristics of science stratification, institutionalization, etc. The latter includes such work contents as twinning, helping and helping, and belongs to the category of social poverty alleviation. It shows the characteristics of non-institutionalization, and its resource supply and effectiveness depend on the mobilization ability of the social resources of the village cadres. It is important to promote the institutionalization of the resource supply in the village and the development of the inner source of the poor village. It is the two important directions to improve the effectiveness of helping the whole poverty reduction in the village.
