宁波市农村住房制度改革模式探索

【摘要】：近年来,随着宁波市经济社会的快速发展和城市化、工业化的快速推进,城乡发展过程中出现一些不协调的问题,同时,城市建设和工业建设用地高度紧张,土地资源日益紧缺,这都将严重阻碍城乡一体化的实现。与之并存的,是目前宁波市各地农村存在的宅基地供给紧张与低效利用并存、部分地区农民住房难、被征地农民权益受到侵害、宅基地流转机制不畅、农村人居环境建设不足等问题,折射出我国现行农村住房制度本身的缺陷、不完善或者与时代发展的不相匹配。农村住房制度改革有利于节约集约利用土地、改善农民居住条件、扩大农村投资和消费需求、推进城乡一体化,因而农村住房制度改革势在必行。本文以我国东南沿海经济发达地区的典型代表宁波市为例,首先对我国农村住房制度历史演变进行了梳理和总结,指出农村住房制度改革的必然性。然后在通过资料查阅、实地调研、政府部门走访等方式对宁波市农村住房制度现状进行深入调查和分析的基础上,发现农村住房制度弊端,总结存在的问题。接着从国内农村住房制度改革经验总结、宁波市开展农村住房制度改革所具备的条件和农村住房制度改革试点工作开展情况等几个角度分析了宁波市农村住房制度的改革现状。最后根据宁波各村区位条件、经济发展水平和宅基地利用现状等实际情况,结合城市、小城镇、中心村和本村建设,提出宁波市农村住房制度改革模式和配套措施。主要研究结论:(1)我国的农村住房制度,自建国以来基本没变。它保证了农村社会稳定,实现了大部分人享有住房和居住条件的改善,但各种弊端也日益暴露出来,传统农村住房制度亟待调整。(2)宁波市开展农村住房制度改革的条件已较为成熟。其他地区农村住房制度改革的实践与探索积累了一定的经验,也为宁波市开展改革提供了很好的借鉴。(3)提出了宅地整理型、整村迁居型、联建集聚型和集中解困型四种改革模式,并给出了适用条件,同时提出了坚持科学规划,集约节约用地,完善宅基地管理制度,推进农村产权制度改革,建立完善的农村住房保障制度,保障农民和村集体的权益,在资金和政策上给予大力支持等多项配套措施。
[Abstract]:In recent years, with the rapid development of economy and society, urbanization and industrialization in Ningbo, there are some uncoordinated problems in the process of urban and rural development. At the same time, the land for urban construction and industrial construction is very tight. Land resources are increasingly scarce, which will seriously hinder the realization of urban and rural integration. What coexists with it is that the supply of homestead is tight and inefficient utilization exists in rural areas of Ningbo at present, the housing of farmers in some areas is difficult, the rights and interests of peasants who have been expropriated are infringed, and the circulation mechanism of homestead is not smooth. The insufficient construction of rural human settlements reflects the defects of the current rural housing system in China, which is not perfect or does not match with the development of the times. The reform of rural housing system is beneficial to economize the intensive use of land, improve the living conditions of farmers, expand the demand for rural investment and consumption, and promote the integration of urban and rural areas, so the reform of rural housing system is imperative. Taking Ningbo, a typical representative of the economically developed areas along the southeast coast of China, as an example, this paper summarizes the historical evolution of the rural housing system in China, and points out the inevitability of the reform of the rural housing system. Then on the basis of in-depth investigation and analysis of the present situation of rural housing system in Ningbo, we find the disadvantages of rural housing system and summarize the existing problems. Then from the domestic rural housing system reform experience summary, Ningbo rural housing system reform conditions and rural housing system reform pilot work and so on several angles analysis Ningbo rural housing system reform present situation. Finally, according to the actual situation of Ningbo village location condition, economic development level and homestead utilization, combined with the construction of city, small town, central village and this village, this paper puts forward the reform mode and supporting measures of rural housing system in Ningbo. The main conclusions are as follows: (1) China's rural housing system has not changed since the founding of the people's Republic of China. It ensures social stability in the countryside and improves the housing and living conditions of the majority of the population, but its shortcomings are increasingly exposed. The traditional rural housing system needs to be adjusted urgently. (2) the conditions for the reform of the rural housing system in Ningbo are more mature. The practice and exploration of rural housing system reform in other areas has accumulated some experience, and has also provided a good reference for Ningbo to carry out the reform. (3) put forward the homestead arrangement type, the whole village migration type, There are four kinds of reform modes of conglomeration and concentrated solving difficulties, and the suitable conditions are given. At the same time, the author puts forward to insist on scientific planning, to economize on land intensively, to perfect the management system of house land, and to promote the reform of rural property right system. To establish a perfect rural housing security system, to protect the rights and interests of farmers and village collectives, and to give strong financial and policy support and other supporting measures.
