论粮食质量安全的政府责任体系

【摘要】：粮食质量安全是国家粮食安全的重要内容,关系到我国居民"舌尖上的安全"。粮食质量安全是市场失灵的领域,必然需要政府建立责任体系加以保障。为此,要构建包含责任主体、责任目标和责任机制三要素的粮食质量安全责任体系,其中责任主体是关键,因为责任主体的划分直接影响责任机制的执行效率和责任目标的实现。当前我国的粮食质量安全责任体系存在的主要问题是,责任主体过多、责任目标缺失和责任机制缺乏效率。要完善粮食质量安全责任体系,必须要明确中央政府责任主体、强化粮食质量安全目标和建立高效的责任机制。
[Abstract]:Grain quality and safety is an important content of national food security, which is related to the safety of our country's residents on the tip of the tongue. Food quality and safety is an area of market failure, which must be guaranteed by government responsibility system. Therefore, it is necessary to construct a responsibility system of food quality and safety which includes three elements: the main body of responsibility, the objective of responsibility and the mechanism of responsibility, among which the main body of responsibility is the key. Because the division of responsibility subject directly affects the implementation efficiency of responsibility mechanism and the realization of responsibility goal. At present, the main problems of the grain quality and safety responsibility system in our country are that there are too many responsible subjects, the responsibility target is lacking and the responsibility mechanism is inefficient. In order to perfect the responsibility system of grain quality and safety, it is necessary to clarify the central government's responsibility subject, strengthen the goal of grain quality and safety and establish an efficient responsibility mechanism.
