“双创”时代延边地区外出务工农民返乡创业问题研究

【摘要】：随着"双创"时代的到来,国家对创业就业问题越来越加以重视,尤其是农村劳动力的创业就业问题。近几年来,农民工返乡创业成为社会备受关注的热点问题,返乡创业也是实现农业现代化,推进城乡一体化进程的一大重要元素。返乡创业的成功与否能够直接影响社会经济发展的进程。延边地区处于三国交界的特殊的地理位置,而且延边地区是一个朝鲜族聚居的少数民族地区,地区经济的欠发达,城乡差异的明显导致很多农村家庭出身的年轻劳动力为了改善家庭条件选择丢下家中的老人和孩子离家外出打工。但受到2008年国际金融危机的影响,很多国内外大型企业的经营模式开始转型,对劳动力进行了大量的缩减,导致很多外出务工的农民纷纷失业。又随着我国进入"双创"时代,国家层面出台了很多支持农民返乡创业的相关政策帮助返乡创业的农民进行创业就业。就在这样的"推力"和"拉力"的双重作用下,延边地区很多外出务工的农民都纷纷回到自己的家乡进行创业。本文通过查阅相关文献资料,了解到自中国进入"双创"时代以来,国家为支持返乡创业出台的一些政策,为返乡创业的农民创造了比较良好的创业环境。通过对延边地区返乡创业相关部门工作人员进行访问,以及深入基层对返乡创业的人群进行访问调查,了解到近几年延边地区外出务工农民返乡创业的基本情况,从主观和客观的角度剖析了延边地区农民返乡创业中正面临着政策鼓励机制不完善、农村的基础设施落后以及农民作为创业主体,其自身存在的一些不足等困难。针对以上困难,从政策支持、基础设施建设、技能培训和指导方面提出了相应的解决对策,希望可以对延边地区外出务工农民返乡创业提供借鉴意义。
[Abstract]:With the arrival of mass entrepreneurship and innovation era, the country pays more and more attention to the problem of entrepreneurial employment, especially the rural labor force. In recent years, the return of migrant workers to start a business has become a hot issue of social concern, returning to start a business is also to achieve agricultural modernization, promote the process of urban-rural integration of an important element. The success or not of returning home to start a business can directly affect the process of social and economic development. Yanbian is located in a special geographical position on the border of the three Kingdoms. Moreover, Yanbian is a minority area inhabited by Korean ethnic groups, and its economy is underdeveloped. The difference between urban and rural areas has led many young labor force from rural families to leave their families and children to work in order to improve the family conditions. However, under the influence of the 2008 international financial crisis, many large enterprises at home and abroad began to transform their business models, and a large number of labor forces were reduced, resulting in many migrant workers losing their jobs. With China entering the "mass entrepreneurship and innovation" era, the national level has issued a lot of policies to support farmers returning to start their own businesses. Under the dual action of "push" and "pull", many migrant farmers in Yanbian have returned to their hometown to start their own businesses. By consulting the relevant literature, this paper finds out that since China entered the "mass entrepreneurship and innovation" era, some policies have been issued to support the return to the country to start their own businesses, which has created a relatively good environment for the peasants who return to their hometown to start their own businesses. Through the interviews with the staff of the relevant departments of returning to their hometown to start their own businesses in Yanbian, as well as the investigation of the people who return home to start their own businesses at the grass-roots level, we can find out the basic situation of migrant workers and peasants returning to start their own businesses in Yanbian in recent years. From the subjective and objective point of view, this paper analyzes the difficulties that farmers in Yanbian are facing when they return to start their own businesses in Yanbian, such as the imperfect policy encouragement mechanism, the backward infrastructure in rural areas and the shortcomings of farmers as the main body of entrepreneurship. In view of the above difficulties, from the aspects of policy support, infrastructure construction, skills training and guidance, this paper puts forward the corresponding countermeasures, hoping to provide reference significance for migrant workers returning home to start their own businesses in Yanbian area.
