基于多元联动视角的精准扶贫路径研究

【摘要】：本文针对当前精准扶贫的现状与问题进行了梳理,围绕农村产业支撑不足、空壳村现象严重、农民自身发展意识与动力不强、产业扶贫不能持续、人才与现实需求不符等问题,提出了农民主体、政府主导、企业主力、学校主培的多元联动精准扶贫模式。首先,要充分发挥农民自身的主体与村民自治作用;其次,要强化政策引导,重新布局、动态管理职业培训学校与示范基地;再次,要以农业产业项目为平台进行村企共建;最后,要结合农村经济发展趋势与需求设置专业,根据岗位及农民自身特点针对性开展技能精准培训。
[Abstract]:This paper combs the current situation and problems of precision poverty alleviation, focusing on the problems of insufficient support for rural industries, serious phenomenon of empty shell villages, weak awareness and motivation of farmers' own development, unsustainable poverty alleviation in industry, and unconformity between talents and actual needs. This paper puts forward the multivariate and precise poverty alleviation model of farmers, government leading, enterprise main force and school master training. First, it is necessary to give full play to the role of farmers' own main body and villagers' autonomy; secondly, to strengthen policy guidance, rearrange the layout, and dynamically manage vocational training schools and demonstration bases; thirdly, to build rural enterprises on the platform of agricultural industry projects; Finally, we should combine the trend of rural economic development and the needs of setting up a specialty, according to the post and farmers' own characteristics to carry out targeted skills precision training.
