贵州省党建扶贫的源起演进与历史贡献

【摘要】：贵州党建扶贫源起于上世纪80年代,是中共中央及贵州省委针对农村改革、脱贫解困与区域发展在当时实践交集平台上作出的体制性回应。经历了1986—2014年四个不同阶段的实践演进,积淀下加强党建扶贫工作自身的能力建设,以党建扶贫为基础平台,"主持公道",落实惠民政策,促进村庄合作,构筑乡村治理的政治、社会、精神基础;以党建促农村基层组织建设,以农村基层组织建设促减贫发展等珍贵的历史经验,为中国减贫事业和中国共产党承担其历史使命作出了贡献;是人类命运共同体在反贫困征程中凸显出的独特精神财富。从长远来看,也将成为夯实中国共产党的执政基础,彰显社会主义制度优越性的伟大工程。
[Abstract]:Guizhou's Party building and poverty alleviation originated in the 1980s. It was the institutional response of the CPC Central Committee and Guizhou Provincial Party Committee on the platform of intersection of practice at that time in view of rural reform, poverty alleviation and regional development. After four different stages of practice evolution from 1986 to 2014, we have accumulated the capacity building to strengthen the party building and poverty alleviation work itself, "uphold justice", implement the policy of benefiting the people, and promote village cooperation on the basis of party building and poverty alleviation. To build the political, social and spiritual foundation of rural governance, to promote the building of rural grass-roots organizations by party building, and to promote poverty reduction and development by building rural grass-roots organizations. It has contributed to the cause of poverty reduction in China and the Chinese Communist Party to undertake its historical mission; it is the unique spiritual wealth highlighted by the human destiny community in the course of anti-poverty. In the long run, it will also become a great project to consolidate the ruling foundation of the CPC and highlight the superiority of the socialist system.
