国际气候谈判视域下中国林业话语权提升研究

【摘要】:为应对气候变化而开展的国际气候谈判,充满了以国家生存权和发展权为核心的利益之争。由于林业在减缓和适应人类气候变化中发挥的重要作用,林业议题已成为国际气候谈判的重要话语内容。中国要想在国际涉林气候谈判中维护自己的发展权益和国家利益,就必须提升中国的林业话语权。尽管国内多数文献探讨了话语权的内涵,分析了林业在应对气候变化中的重要作用,但将国际气候谈判、话语权与中国林业三者相结合论述的文献较少。本文以林业话语权为关键性概念,深入分析了国际气候谈判视域下中国林业话语权的发展现状,定量评价了中国林业话语权的水平,测度了影响其提升的主要障碍性因素,从林业话语主体、林业话语生产、林业话语质量和林业话语传播四个方面提出中国林业话语权提升的政策建议,以期为相关部门决策提供参考依据。具体来说,本文从理论、实证、政策三个层面展开研究。理论层面:首先,界定了林业话语权的概念及特征,为林业政治学理论的构建奠定了基础。本文认为林业话语权是林业话语主体在话语生产和话语传播中所具有的价值观念贡献力、议程控制力和政治影响力。这种影响力和支配力具有软权力的性质。这一概念及特征的界定,为林业研究提供了新的话语权视角。用政治学中的权力理论、国家利益理论等分析林业问题,为林业政治学理论构建奠定了基础。其次,尝试构建了中国林业话语权评价指标体系。针对国内外学界对权力或话语权定性描述多,定量测量少,且“软权力效果的测量没有系统的指标体系”这一情况,本文在查阅国内外相关文献,并结合林业领域、国际政治领域相关专家意见的基础上,尝试构建了中国林业话语权评价指标体系。该指标体系由林业话语主体、林业话语生产、林业话语质量和林业话语传播4个准则层,13个因子层和41个观测点组成。中国林业话语权评价指标体系的构建,为定量评价中国在国际涉林气候谈判中的影响力提供了分析工具。实证层面:首先,系统梳理了中国林业话语权的发展现状。《联合国气候变化框架公约》诞生阶段,中国在规则制定、议题设置方面介入程度很低,话语微弱;《京都议定书》谈判及批准阶段,主动性和开放性增强,但参与气候谈判的主体较单一,谈判中的议题设置、议程控制、规则制定和解释力等比较有限;后京都气候谈判阶段,中国主动提出议题,通过多边合作、多角度传播中国的话语,话语权开始增强。其次,定量评价了中国林业话语权的水平,并测度了影响其提升的主要障碍性因素。本文从林业话语主体、林业话语生产、林业话语质量、林业话语传播四个维度对中国林业话语权进行了定量评价,结果显示目前中国林业话语权总体上处于一般偏弱水平。为找到影响中国林业话语权诉求实现的障碍性因素,本文选取了九个障碍性因素,定量测度了各主要因素与中国林业话语权提升之间的相关性。结果表明,国际话语霸权环境、林业议题设置能力和林业话语质量是影响中国林业话语权提升的三个关键性因素。研究不仅从定量角度描述了中国林业话语权的水平,为有针对性地提出对策建议提供了依据,也进一步拓展了话语权乃至权力的定量研究思路。政策层面:在理论和实证研究的基础上,提出了中国林业话语权提升的主要政策建议。本文认为:林业话语主体的政治影响力是获得林业话语权的前提;在国际气候谈判视域下,林业话语权争夺的核心是经济领域的话语权;提高林业话语生产能力的关键在于增强林业话语主体的议题设置和议程控制能力;增强价值观念贡献力和构建林业对外传播机制是提高林业话语质量和话语传播能力的重要手段。基于此,结合实证分析结果,本文有针对性地提出了增强林业话语主体的政治影响力、积极拓展林业经济领域话语权、增强林业议题设置及议程控制力提升林业话语生产能力、增强价值观念贡献力提升林业话语质量、构建林业对外传播机制改善林业话语传播能力等政策建议。
[Abstract]:International climate negotiations in response to climate change are full of the interests of the nation's right to survival and development. As forestry plays an important role in slowing and adapting to human climate change, forestry has become an important discourse in international climate negotiations. China wants to maintain the international climate negotiations on forest related climate negotiations. Our own rights and interests of development and national interests must improve China's forestry discourse power. Although most of the documents in China have discussed the connotation of the right of discourse and analyzed the important role of forestry in coping with climate change, there are few literature to discuss the international climate negotiations, the right of discourse and the Chinese forestry three. The key concept, in depth analysis of the current situation of the development of Chinese forestry discourse right under the view of international climate negotiations, quantified the level of Chinese forestry discourse right, measured the main obstacle factors affecting its promotion, and put forward the Chinese forest from four aspects: the subject of forestry discourse, the production of forestry discourse, the quality of forestry discourse and the dissemination of forestry discourse. The policy suggestions for the promotion of the discourse power of the industry in order to provide reference for the decision-making of the relevant departments. In particular, this article from three aspects of theory, demonstration and policy. First, the concept and characteristics of the forestry discourse right are defined, which lays the foundation for the construction of the theory of forestry political science. The role of the discourse subject in the discourse production and discourse transmission, the power of the agenda and the political influence. This influence and the power of power have the nature of soft power. The definition of this concept and characteristics provides a new perspective of discourse right for forestry research. The theory of power in politics and the theory of national interests are divided into the theory of political science and the theory of national interests. The analysis of forestry issues has laid a foundation for the construction of the theory of forestry politics. Secondly, it tries to establish an index system for the evaluation of the right to discourse in China's forestry. Guan Wenxian, on the basis of relevant experts' opinions in the field of forestry and international politics, tried to construct the evaluation index system of Chinese forestry discourse right. The index system is composed of 4 criteria layer, 13 factor layer and 41 observation points for forestry discourse main body, forestry discourse production, forestry discourse quality and forestry discourse. The construction of the evaluation index system provides an analytical tool for quantitative evaluation of China's influence in the international negotiation of forest climate negotiations. First, it systematically combs the status of the development of Chinese forestry discourse power. Words are weak; < Kyoto Protocol > negotiation and approval stage, initiative and openness, but a relatively single participant in climate negotiations, negotiation issues, agenda control, rule making and explanatory power; after the Kyoto climate negotiations, Chinese owners move on issues and multilateralism spread China through multilateral cooperation. Discourse, discourse power began to strengthen. Secondly, it quantitatively evaluated the level of Chinese forestry discourse right, and measured the main obstacle factors affecting its promotion. This paper quantitatively evaluated the discourse power of forestry industry in China from the four dimensions of forestry discourse subject, forestry discourse production, forestry discourse quality and forestry discourse transmission. The results show that the present medium is in the middle of China. In order to find the obstacle factors affecting the realization of Chinese forestry discourse power, this paper selects nine obstacles to measure the correlation between the main factors and the promotion of Chinese forestry discourse right. The result shows that the environment of international discourse hegemony and the setting ability of forestry issues. And the quality of forestry discourse is the three key factor affecting the promotion of Chinese forestry discourse power. The study not only describes the level of Chinese forestry discourse right from a quantitative point of view, provides a basis for the proposed countermeasures and suggestions, and further expands the thinking of the quantitative research on the right of discourse and even the power. On the basis of the study, this paper puts forward the main policy suggestions for the promotion of Chinese forestry discourse power. This article holds that the political influence of the subject of forestry discourse is the prerequisite for obtaining the discourse right of forestry; in the view of international climate negotiations, the core of the contention of the power of forestry discourse is the discourse power in the economic field, and the key to improving the production capacity of forestry discourse is in the context of international climate negotiations. It is an important means to strengthen the subject setting and the agenda control ability of the subject of forestry discourse, to enhance the contribution of the value concept and to build the foreign communication mechanism of forestry is an important means to improve the quality of forestry discourse and the ability of discourse communication. We should actively expand the discourse power in the field of forestry economy, strengthen the setting of forestry issues and the control of the agenda, enhance the capacity of forestry discourse production, enhance the contribution of the value concept to improve the quality of forestry discourse, and build the policy suggestions of forestry foreign communication mechanism to improve the communication ability of forestry discourse.
