阿克苏地区农业人才队伍建设问题研究

【摘要】：农业人才是农业技术研发、农业科技成果转化的重要载体,是推动现代农业发展,增加农牧民收入的重要力量。一支高素质、稳定的农业人才队伍对农业科技的创新、农村实用技术的推广应用普及、农村经济发展具有重要意义。阿克苏地区作为新疆传统的农业大区,截止2014年底,拥有农业人口163.5万,占地区总人口的68.2%,农村经济产值350亿,占地区经济总产值的62.27%,占南疆农业经济的45.3%。本文以阿克苏地区为例研究南疆地区农业人才队伍建设,对南疆农业人才队伍建设具有典型示范意义,本研究通过总结阿克苏地区农业人才队伍发展经验、分析阿克苏地区农业人才队伍存在的问题、提出改变阿克苏地区农业人才队伍结构的具体措施,对于贯彻中央新疆第二次座谈会关于“加快南疆发展”的精神,推动阿克苏地区农业经济可持续发展,促进南疆少数民族地区农业人才资源可持续开发利用和边疆地区的社会稳定和长治久安具有战略意义。
[Abstract]:Agricultural talent is an important carrier of agricultural technology research and development and transformation of agricultural scientific and technological achievements. It is an important force to promote the development of modern agriculture and increase the income of farmers and herdsmen. A high-quality and stable team of agricultural talents is of great significance to the innovation of agricultural science and technology, the popularization and application of practical rural technology, and the development of rural economy. Aksu region, as a traditional agricultural region in Xinjiang, has a population of 1.635 million by the end of 2014, accounting for 68.2 percent of the total population of the region. The output value of the rural economy is 35 billion, accounting for 62.27percent of the total economic output value of the region and 45.3 percent of the agricultural economy of the southern Xinjiang. This paper takes Aksu area as an example to study the construction of agricultural talent team in southern Xinjiang, which has typical demonstration significance for the construction of agricultural talent team in southern Xinjiang. This study summarizes the development experience of agricultural talent team in Aksu region. This paper analyzes the problems of agricultural talents in Aksu region, and puts forward some concrete measures to change the structure of agricultural talents in Aksu region, which is helpful to the implementation of the spirit of the second Central Xinjiang Symposium on "speeding up the Development of South Xinjiang". It is of strategic significance to promote the sustainable development of agricultural economy in Aksu region, the sustainable development and utilization of agricultural talent resources in ethnic minority areas of southern Xinjiang and the social stability and long-term stability of frontier areas.
