湖北省渔业可持续发展指标体系构建及综合评价研究

【摘要】:湖北省内流经1062公里的长江和979公里的汉江,水资源丰富。据不完全统计,湖北省内共有大小支流1193条。省内水域总面积达0.25亿亩,江河、湖泊、水库、池塘等星罗棋布,其中50%以上水域属于适宜养殖水域,水域资源居全国首位,渔业发展优势明显。作为我国淡水渔业的主产区之一,长期雄踞我国淡水渔业第一位,连续18年淡水产品总产量无出其右。然而,随着湖北省一些地区和部分种群的渔业资源被过度开发、渔业水域污染加重、人口剧增、水产品消费意愿增强等问题的出现,渔业资源可持续性发展显得十分紧迫。因此,本文首先对渔业可持续发展研究现状进行梳理,接着对湖北省渔业可持续发展现状进行研究,第三,立足于可持续发展理念的时代背景,提出渔业可持续发展内涵,依据科学性、综合性、层次性、协调性及可操作性的原则,构建了中国省域渔业可持续发展指标体系。第四,通过对全国31省(自治区、直辖市)渔业产业可持续发展水平的测度,在全国的尺度范围内对湖北省渔业可持续发展水平的时空演变特征进行分析。第五在此基础上,用灰色关联分析法对27个指标和渔业可持续水平的灰色相关度进行了分析,确定了灰色关联度最高的10个指标。最后,以前面的研究结果为基础,为深入和全面实现湖北省渔业可持续发展和制定因地制宜的现代化渔业发展提供较为科学的政策建议。具体研究内容包括以下六个章节:第一章绪论。本部分首先探讨了湖北省渔业可持续发展的研究背景与意义,整理了相关理论和参考文献,在此基础上确立了研究思路、研究内容和研究方法,并提出了论文研究成果的理论意义与实践意义,以及可能的创新点和不足之处。第二章湖北省渔业可持续发展现状分析。本章分为两部分:第一部分依据实地调研考察及宏观年鉴数据,从经济发展、社会发展、资源利用和环境保护四个方面分析了湖北省渔业的发展现状,第二部分应用渔业生态足迹指数模型,测度了湖北省渔业生态足迹指数,并首次将脱钩理论应用到生态足迹指数与经济发展关系的研究中,研究了湖北省生态环境与渔业经济发展之间的响应关系。第三章中国省域渔业可持续发展水平测度模型的构建。依据国内渔业产业发展的现状与趋势,构建了渔业可持续发展评价指标体系,该综合指标体系包括经济发展、社会发展、资源利用和环境保护4个子系统,经济增长、产业产值、产业结构、产业技术推广、生产要素、区域贸易、资源评价、机动渔船、污染状况和旱、涝状况10类要素层和渔业总产值增加值增长率、渔业产值对渔业经济总产值占比、渔业技术推广经费投入等27个具体指标。采用熵值法对全国31省(自治区、直辖市)在2004~2011年8年间的26个指标进行客观赋权,依据得到的熵权值计算了全国31省(自治区、直辖市)渔业产业可持续发展水平。第四章湖北省基于省域比较的渔业可持续水平及时空演变分析。首先利用熵值法得出的权重,对全国及31省(自治区、直辖市)2004~2011年的渔业可持续水平进行计算,并依据2005年和2011年渔业可持续水平相似程度,由低到高,将31省(自治区、直辖市)划分为Ⅰ、Ⅱ、Ⅲ、Ⅳ、Ⅴ五种类型。接着从全国范围对中国省域渔业可持续水平进行分析,最后对湖北省基于全国水平的横向比较进行渔业可持续水及时空演变分析,结果表明,湖北省渔业可持续发展水平长期处于优势,超全国平均水平。第五章渔业可持续发展评价指标的灰色关联分析。湖北省渔业的可持续发展水平呈现出降低-升高-降低的变化趋势。这种变化趋势主要由于渔业养殖单产水平、养殖渔船总功率、渔业养殖面积、渔业捕捞业产量增长率、污染造成水产品数量损失、渔业技术推广经费投入等指标值的变化。第六章实现湖北省渔业可持续发展的政策建议。依据已经得到的研究结论从政府、科研机构、渔业从业者三个层面对实现湖北省渔业可持续发展提供政策建立。
[Abstract]:Hubei Province flows through the 1062 km Yangtze River and the 979 km Han River with abundant water resources. According to incomplete statistics, there are 1193 large and small tributaries in Hubei province. The total area in the province reaches 25 million mu, rivers, lakes, reservoirs, ponds and so on, of which more than 50% of the waters are suitable for aquaculture waters, water resources are the first in the country, and the fishery development is excellent. As one of the main producing areas of freshwater fishery in China, the first place of freshwater fishery in China has long been dominating, and the total output of fresh water products has not come to the right for 18 years. However, with the over exploitation of fishery resources in some regions and parts of Hubei Province, the pollution of fishery waters is aggravated, the population increase, and the increase of the consumption will of aquatic products. At present, the sustainable development of fishery resources is very urgent. Therefore, this paper first combs the status of sustainable development of fisheries, and then studies the status of sustainable development of Fisheries in Hubei province. Third, based on the era of sustainable development concept, the connotation of sustainable development of fishery industry is put forward, according to scientific, comprehensive, and level. The index system of sustainable development of China's Provincial Fisheries is constructed by the principles of nature, coordination and operability. Fourth, through the measurement of the sustainable development level of the fisheries industry in the 31 provinces (autonomous regions and municipalities directly under the central government), the spatial and temporal evolution characteristics of the sustainable development level of Fisheries in Hubei province are analyzed in the scale of the national scale. Fifth On the base of the grey correlation analysis, the grey correlation between the 27 indexes and the sustainable level of fisheries is analyzed, and the 10 indexes with the highest grey correlation are determined. Finally, based on the previous research results, it provides a more thorough and comprehensive realization of the sustainable development of Fisheries in Hubei province and the development of modern fisheries development according to local conditions. The specific research contents include the following six chapters: the first chapter is introduction. This part first discusses the research background and significance of the sustainable development of Fisheries in Hubei Province, collate the relevant theories and references, and based on this, establish the research ideas, study the internal capacity and research methods, and put forward the research results of the paper. The second chapter is divided into two parts: the first part is divided into two parts: the first part, according to the field investigation and the macro yearbook data, analyzes the development of Hubei fishery from four aspects: economic development, social development, resource utilization and environmental protection. The second part uses the fishery ecological footprint index model to measure the ecological footprint index of Hubei Province, and applies the decoupling theory to the relationship between the ecological footprint index and the economic development for the first time, and studies the response relationship between the ecological environment of Hubei and the development of fishery economy. The third chapter is the sustainable development of the provincial fishery in China. According to the current situation and trend of the domestic fishery industry development, the evaluation index system of fishery sustainable development is constructed. The comprehensive index system includes 4 subsystems: economic development, social development, resource utilization and environmental protection, economic growth, industrial output value, industrial structure, industrial technology extension, production factors, and areas Regional trade, resource evaluation, motor fishing boat, pollution status and drought, drought, water logging 10 factors and increase in total fishery output value, fishery output value to total fishery economy total output ratio, fishery technology extension expenditure and other 27 specific indicators. The entropy method is adopted to the 31 provinces (autonomous regions and municipalities directly under the central government) of the whole country in 8 years of 2004~2011. The sustainable development level of fishery industry in 31 provinces (autonomous regions and municipalities directly under the central government) was calculated according to the entropy weight obtained by the obtained entropy weight. The fourth chapter based on the analysis of the sustainable level and spatio-temporal evolution of Fisheries in Hubei Province Based on the provincial comparison. First, the weights obtained by the entropy value method can be held for the Fisheries of the whole country and 31 provinces (autonomous regions and municipalities) in 2004~2011. The continued level is calculated, and the 31 provinces (autonomous regions and municipalities) are divided into five types based on the similarity of the sustainable level of Fisheries in 2005 and 2011, from low to high. Then, the sustainable level of the fishery in China is analyzed from the national level, and the fisheries in Hubei Province based on the horizontal comparison of the national level are carried out at last. The analysis of sustainable water and spatio-temporal evolution shows that the sustainable development level of Fisheries in Hubei province is in a long period of advantage, the average level of the country is super national. The grey correlation analysis of the evaluation index of sustainable development of Fisheries in the fifth chapter. The sustainable development level of Fisheries in Hubei Province shows a trend of decreasing, rising and decreasing. This trend is mainly caused by the trend of the change trend of the sustainable development of Fisheries in Hubei province. The total power of fishery culture, the total power of fishing boats, the area of fishery culture, the growth rate of fishery production, the loss of aquatic products and the investment of fishery technology extension. The sixth chapter is a policy proposal to realize the sustainable development of Fisheries in Hubei province. The fishery practitioners provide three levels of policy for the sustainable development of Fisheries in Hubei.
