文山州农村土地承包经营权抵押融资管理研究

【摘要】:“三农”问题多年以来一直备受各方关注,解决“三农问题”的目标就是实现农业发展、农村稳定、农民增收。农户资金的缺乏一直是制约农村经济发展的重要问题。根据调查我们发现农村融资渠道窄、农户融资难已经成为制约农业发展和农民增收的主要因素。农业因为缺少抵押物加上行业风险极大,融资难矛盾突出。本文从农业经营主体的视角,分析农地承包经营权抵押的现实背景和主要障碍,提出促进农地承包经营权抵押的配套措施和政策建议。从实践意义看,从实际出发深入分析当前土地承包经营权流转中存在的问题以及潜在性的风险,并找出根源,规避风险,提出有针对性的解决建议。以文山州为例,以农村土地承包经营权土地收益抵押融资拓宽了乡村的筹措资金渠道,赋予乡村土地资源活力,缓解农民信用需求与供给的矛盾,降低了农村地区融资成本。此外该融资模式在深化社会经济体制改革、促进金融机构创新和实现土地资源联动等方面都起到推动作用。土地承包经营权收益保证融资模式在文山州得到推广,并且取得较好成果。那么该融资模式是否能够在我国其他地区得以推广,能否在以蔬菜、果木等其他农作物种植为主的地区推广是本篇论文讨论的重点。本文的内容主要包括四个部分五个章节。第一章为第一部分,对本文中的概念进行界定并阐述理论基础。第二章至第三章为第二部分,阐述文山州农村土地承包经营权流转现状,并对管理服务现状进行评价、分析,提出存在并需要解决的问题。第四章为第三部分,阐述其他省市农村土地承包经营权抵押发展模式及启示。第五章为第四部分,针对文山州农村土地承包经营权抵押融资发展现状和存在的各种问题,借鉴省外发展模式和经验,提出文山州农村土地承包经营权抵押融资和管理服务优化措施建议,重点从融资流程的优化和外部环境的优化两个大类举措入手,提出推进文山州农村土地承包经营权抵押的配套措施。
[Abstract]:The problem of "agriculture, countryside and farmers" has been concerned by all sides for many years. The goal of solving the problem is to realize agricultural development, rural stability and increase farmers' income. The lack of peasant household funds has been an important problem restricting the development of rural economy. According to the investigation, we find that the narrow channel of rural financing and the difficulty of farmers' financing have become the main factors restricting the development of agriculture and the increase of farmers' income. Agriculture because of the lack of collateral coupled with the industry's great risks, financing difficult to highlight the contradiction. From the angle of view of agricultural management subject, this paper analyzes the realistic background and main obstacles of farmland contractual management right mortgage, and puts forward some supporting measures and policy suggestions to promote farmland contract management right mortgage. From the point of view of practice, the problems and potential risks in the transfer of land contract management right are analyzed in depth, and the root cause is found, the risk is avoided, and the corresponding suggestions are put forward. Taking Wenshan Prefecture as an example, the land income mortgage financing of rural land contract management rights widens the financing channels of rural areas, endows rural land resources with vitality, alleviates the contradiction between farmers' credit demand and supply, and reduces the financing cost in rural areas. In addition, the financing mode plays an important role in deepening the reform of the social economic system, promoting the innovation of financial institutions and realizing the linkage of land resources. The income guarantee financing mode of land contract management right has been popularized in Wenshan Prefecture, and good results have been obtained. So whether the financing mode can be popularized in other regions of China, and whether it can be popularized in areas where vegetables, fruits and other crops are mainly planted is the focus of this paper. The content of this paper mainly includes four parts and five chapters. The first chapter is the first part, which defines the concepts in this paper and expounds the theoretical basis. Chapter two to chapter three is the second part, expounding the current situation of the transfer of rural land contractual management right in Wenshan state, evaluating and analyzing the current situation of management service, and putting forward the existing problems that need to be solved. The fourth chapter is the third part, expounding other provinces and cities rural land contract management right mortgage development model and enlightenment. The fifth chapter is the fourth part, aiming at the current situation and existing problems of the development of mortgage financing of the rural land contractual management right in Wenshan, the author draws lessons from the development mode and experience outside the province. The paper puts forward the measures to optimize the mortgage financing and management service of the rural land contractual management right in Wenshan Prefecture, focusing on the optimization of the financing process and the optimization of the external environment. Put forward to promote Wenshan rural land contractual management right mortgage supporting measures.
