方山县扶贫开发整村推进研究

【摘要】：整村推进作为新时期扶贫开发工作的重要举措,为城乡统筹发展提供了重要平台,有利于贫困地区新农村建设和全面建成小康社会的实现。整村推进工作延伸到村,对乡村经济社会的发展起到了积极的推动作用。各省各地区根据中央的扶贫政策,因地制宜调整产业结构,发展特色产业,提高农民收入水平。由于各省市的情况不一,各地的整村推进实施情况也不同。因此,为了增强扶贫开发整村推进项目研究的针对性,本文以方山县作为研究对象。本文通过运用文献分析、实地考察、入户调查、座谈访谈等方法,在实地调研中查阅方山县整村推进的规划、工作总结、资金投入情况等相关资料和数据。系统论述了方山县“整村推进”的背景、整体规划、实施原则以及实施成效。在对方山县实施“整村推进”深入分析研究中,发现实施中存在的一些问题。如理论与实践脱节；产业化科技水平不高；观念落后、脱贫能力低；覆盖贫困面不大和附加费用多等问题。针对存在的问题,本文逐一举例论证并提出完善的对策。本研究探索扶贫开发整村推进成功实施中的不足之处,研究得出的对策,对于今后完善方山县农村整村推进建设,贫困户扶贫方式以及如何提高项目成效具有现实的指导意义。同时,本研究中的一些问题和对策也为其他地区完善改进整村推进工作提供参考。
[Abstract]:As an important measure in the work of poverty alleviation and development in the new period, the promotion of the whole village provides an important platform for the overall development of urban and rural areas, and is conducive to the construction of new rural areas in poor areas and the realization of building a well-off society in an all-round way. The whole village promotion work extended to the village, and played a positive role in the development of rural economy and society. All provinces and regions should adjust their industrial structure, develop characteristic industries and raise the level of farmers' income according to the central poverty alleviation policy. Due to the situation of different provinces and cities, the implementation of the whole village is also different. Therefore, in order to enhance the poverty alleviation and development of the whole village project research, this paper takes Fangshan County as the research object. By using the methods of literature analysis, field investigation, household investigation, interview and so on, this paper refers to the relevant information and data of Fangshan county's whole village promotion plan, work summary, fund investment and so on. This paper systematically discusses the background, overall planning, implementation principle and effect of Fangshan County's "whole Village Propulsion". Some problems existed in the implementation of Fangshan County were found. For example, the theory is out of touch with practice; the level of industrialization is not high; the concept is backward, the ability to get rid of poverty is low; the poverty coverage is not large and the additional cost is much. In view of the existing problems, this paper exemplifies one by one and puts forward perfect countermeasures. This study explores the deficiencies in the successful implementation of the whole village of poverty alleviation and development, and the countermeasures obtained from the study have practical guiding significance for improving the construction of the whole village in Fangshan County, poverty alleviation methods for poor households and how to improve the effectiveness of the project in the future. At the same time, some problems and countermeasures in this study also provide reference for other regions to improve the whole village promotion.
