湖南省农业科技信息化服务研究

【摘要】：农业科技信息化服务,是指县级及县级以下农业科技信息化服务主体按照一定的运行规则和管理制度组成的有机体系。湖南省各级农业生产部门已充分认识到农业科技信息化服务的重要性,以农业部农业市场信息服务计划为标准,建立了农业科技信息化服务平台和农业科技信息化服务网络和服务站,大力开展农业科技信息化服务建设,取得了一定的成果。本研究在阅读相关文献资料与深入农村调查的基础上,从农业科技信息化服务队伍素质有待提高、服务方式的作用没有充分发挥出来、科技信息化服务对象素质有待提高及农业科技信息资源不能与农民需求相适应等分析了湖南农业科技信息化服务存在的问题,接着剖析其存在的问题的原因：政府服务部门各自为政导致资源整合困难、服务队伍建设缺乏合理的激励措施、服务软件设施不到位导致服务方式狭窄及农民科技文化素质低导致先进科技信息难以推广。在此基础上：提出了健全农业科技信息化服务管理机制、丰富农业科技信息化服务手段、因地制宜加快科技信息化服务基础设施建设、加强农业和信息技术的培训及构建现代化的农业科技信息服务模式等提升湖南省农业科技信息化服务的对策。本研究旨在对湖南农业科技信息化服务进行深入分析,为构建湖南农业科技信息综合服务体系,推进湖南省农业科技信息化提供建议和参考。
[Abstract]:Agricultural science and technology information service refers to the organic system of agricultural science and technology informatization service subject under county level and below according to certain operation rules and management system. The agricultural production departments at all levels in Hunan Province have fully realized the importance of agricultural science and technology information services, and regard the Agricultural Market Information Service Plan of the Ministry of Agriculture as the standard. The service platform of agricultural science and technology informatization and the service network and service station of agricultural science and technology informatization have been established, and the construction of agricultural science and technology information service has been carried out vigorously, and some achievements have been achieved. On the basis of reading the relevant documents and investigating in the countryside, this study is to improve the quality of the service team of agricultural science and technology informatization, and the function of the service mode has not been brought into full play. The problems of Hunan agricultural science and technology information service are analyzed, such as the quality of scientific and technological information service needs to be improved, and agricultural science and technology information resources can not meet the needs of farmers. Then it analyzes the reasons for the problems: the government service departments are doing their own work, which leads to the difficulty of resource integration, and the lack of reasonable incentive measures for the construction of service teams. The lack of service software facilities leads to narrow service mode and low quality of farmers' science and technology culture, which leads to the difficulty of popularizing advanced scientific and technological information. On the basis of this, it is proposed to perfect the service management mechanism of agricultural science and technology informatization, enrich the service means of agricultural science and technology information, and speed up the construction of service infrastructure of science and technology information service according to local conditions. Strengthening the training of agriculture and information technology and constructing the modern service mode of agricultural science and technology information, etc., to promote the information service of agricultural science and technology in Hunan Province. The purpose of this study is to provide suggestions and references for the construction of Hunan agricultural science and technology information comprehensive service system and the promotion of Hunan agricultural science and technology informatization.
