激励相容与农业供给侧结构性改革的实施逻辑

【摘要】:经济新常态背景下,我国农业供给侧结构性改革是整体供给侧结构性改革的重要组成部分,也是农业可持续发展的根本出路。农业供给侧结构性改革命题的提出,源于我国现阶段农业发展出现了整体经济服务业化、要素投入去过密化、农民收入非农业化等若干特征。为了适应这些转变,农业供给侧结构性改革须以提高全要素生产率为核心,而这依赖于农业产品品质创新、产业结构创新、生产体系创新、经营方式创新、科技支撑创新、经营主体创新等多元化创新。农业发展的多元化创新本质上取决于不同参与者,尤其是微观经济主体和地方政府的激励相容,满足激励相容条件则要求政府-市场、中央政府-地方政府关系的持续调整。农业领域中这种"激励相容——多元化创新——全要素生产率提高——农业供给侧结构性改革"的依次影响机制,构成了我国实施农业发展政策的基本逻辑。
[Abstract]:Under the background of the new normal state of economy, the structural reform on the supply side of agriculture is an important part of the structural reform on the whole supply side, and it is also the fundamental way out for the sustainable development of agriculture. The proposition of agricultural supply-side structural reform stems from the characteristics of the agricultural development in China at present, such as the emergence of the overall economic service industry, the over-densification of the input of the elements, and the non-agricultural transformation of the peasants' income. In order to adapt to these changes, agricultural supply-side structural reform must focus on the improvement of total factor productivity, which depends on the innovation of agricultural product quality, industrial structure, production system, operation mode, science and technology. The main body of business innovation and other diversified innovation. The diversification innovation of agricultural development essentially depends on the incentive compatibility of different participants, especially the microeconomic subject and local government, and the continuous adjustment of the relationship between government and market, central government and local government is required to satisfy the conditions of incentive compatibility. The sequential influence mechanism of "incentive compatibility-diversification innovation-total factor productivity improvement-agricultural supply-side structural reform" in agricultural field constitutes the basic logic of implementing agricultural development policy in China.
