基于生态—经济导向的华蓥市矿业废弃地复垦模式研究

【摘要】:华蓥市地势总体NE高、SW低。地貌呈现东部为山地,西部为丘陵平坝。20世纪90年代以来,华蓥市社会经济发展迅速。煤矿业和石灰矿业的迅速发展,极大的推动地方经济的发展,促进各项产业的进步,人民的生活水平显著提高。但是,随着国家政策调整,驻华蓥市的国有企业相继搬迁。目前闲置土地利用率较低,随着煤炭资源逐步枯竭和产业政策调整,煤矿、采石场、水泥厂和乡镇加工企业等相继关闭,又遗留了大量矿业废弃地。随着矿产资源的开发,造成土地资源的压占、挖损和塌陷,对生态环境和水资源造成一定程度的污染,同时导致生态环境有恶化趋势,已经影响当地的正常生产及生活,阻碍了华蓥市生态、经济和社会的可持续发展。通过对华蓥市矿业废弃地现状进行调查,主要对社会经济状况和压占、挖损、塌陷的矿业废弃地的实地调查,总结出华蓥市矿业废弃地的分布现状与特征。论文通过将自然生态要素和社会经济要素纳入一个统筹分析框架,从土地理化性质、自然地理条件和经济发展需求三方面选取影响因子,建立基于生态-经济导向的华蓥市矿业废弃地复垦适宜性评价指标体系。包括选取地形坡度、损毁程度、气候因素、土壤状况、水资源状况、区位条件、复垦预期成本、复垦预期经济效益、经济发展与环境保护协调程度等作为评价因子,运用层次分析法,确定各影响因子权重,构建基于生态-经济导向的华蓥市矿业废弃地适宜性评价模型。论文采用该模型对华蓥市矿业废弃地进行适宜性评价,并结合Arcgis空间叠加分析,对华蓥市矿业废弃地作出适宜性评价。根据不同矿业废弃地类型和评价结果,结合矿业废弃地周围自然条件和社会经济条件,对市域内矿业废弃地进行综合复垦分析,提出基于生态-经济导向的华蓥市矿业废弃地复垦模式,通过研究得出“郊区丘陵平坝生态农业复垦模式”和“复合型山地生态旅游复垦模式”作为华蓥市矿业废弃地复垦优选模式。提出保障华蓥市矿业废弃地复垦的措施,并对基于生态-经济导向的矿业废弃地复垦模式进行预期的生态、经济和社会效益分析。论文对华蓥市矿业废弃地复垦模式研究,可为县级资源枯竭型城市的转型提供参考。
[Abstract]:The topography of Huaying City is generally high and low in NE. The landforms are mountainous in the east and hilly Pingba in the west. Since 1990's, Huaying city has developed rapidly. The rapid development of coal mining and lime mining has greatly promoted the development of local economy, promoted the progress of various industries, and significantly improved the living standards of the people. However, with the adjustment of national policy, the state-owned enterprises in Huaying city have been relocated one after another. At present, the utilization rate of idle land is low. With the gradual depletion of coal resources and the adjustment of industrial policies, coal mines, quarries, cement factories and township processing enterprises have been closed one after another, and a large number of mining wasteland have been left behind. With the development of mineral resources, it has caused the pressure of land resources, excavation and collapse, and caused a certain degree of pollution to the ecological environment and water resources. At the same time, it has led to the deterioration of the ecological environment, which has affected the normal production and life of the local people. It hinders the ecological, economic and social sustainable development of Huaying City. By investigating the present situation of mining abandoned land in Huaying City, the present situation and characteristics of mining abandoned land in Huaying City are summarized. In this paper, natural ecological factors and social and economic factors are brought into an overall analysis framework, and influence factors are selected from three aspects: physical and chemical properties of land, natural geographical conditions and economic development needs. The evaluation index system of reclaim suitability of mining wasteland in Huaying city based on ecological-economic guidance was established. Including terrain slope, damage degree, climate factor, soil condition, water resources condition, location condition, expected cost of reclamation, expected economic benefit of reclamation, coordination degree between economic development and environmental protection, etc. By using the analytic hierarchy process (AHP), the weight of each influence factor is determined, and an evaluation model of the suitability of mining wasteland in Huaying city based on ecological-economic guidance is constructed. The model is used to evaluate the suitability of mining wasteland in Huaying city, and combined with the spatial superposition analysis of Arcgis, the suitability evaluation of mining abandoned land in Huaying city is made. According to different types and evaluation results of mining wasteland, combined with the natural conditions and social and economic conditions around the mining abandoned land, the comprehensive reclamation analysis of mining abandoned land in the city area is carried out. A model of mining wasteland reclamation in Huaying City based on ecological and economic guidance is proposed. Through the research, it is concluded that "ecological agriculture reclamation model in suburban hilly flat dam" and "compound mountain ecotourism reclamation model" are the optimal models for reclamation of mining wasteland in Huaying city. The measures to ensure the reclamation of mining wasteland in Huaying City are put forward, and the expected ecological, economic and social benefits are analyzed based on the ecological-economic-oriented model of mining wasteland reclamation in Huaying City. This paper studies the reclamation model of mining wasteland in Huaying City, which can provide a reference for the transformation of resource-exhausted cities at county level.
