龙凤山灌区农民用水合作组织运行机制研究

【摘要】：水是生命之源,水利是农业的命根,随着经济社会的发展,三农问题中的农业起着根本性的作用,对于农业来说,重中之重的是水利,是灌区的建立及其后续的发展,但是因为之前计划时期遗留下来的体制上的缺陷,导致目前我国灌区所存在的问题更加突出。要想改变这种状况,有必要吸收用水户参与灌溉管理是灌溉供水实现良性循环的必要手段。在灌溉管理模式的用水户协会的成立是一种用于灌溉管理系统的末级渠系管理模式改革。本文以黑龙江省龙凤山灌区农民用水合作组织进行研究,这种农民参与式管理组织的内在运行机制,以探究其在运行实际过程中所存在的问题,对龙凤山灌区农民用水合作组织灌溉管理制度的进一步变革提供参考依据。本文重点研究了龙凤山灌区农民用水合作组织运行机制问题。首先对农民用水合作组织进行了界定,把民政部门批准成立注册的龙凤山灌区农民用水合作组织作为本文的研究对象。其次从产权机制、民主管理机制、激励机制、监管机制、决策机制和利益分配机制这几个方面分析了龙凤山灌区农民用水合作组织的发展现状并总结出龙凤山灌区农民用水合作组织在发展过程中存在的问题。重点讨论了龙凤山灌区农民用水合作组织运行机制存在的问题,通过调查问卷的形式对龙凤山灌区农民用水合作组织进行调研,了解运行机制、管理水平等情况,根据实际调研的情况进行研究,存在着渠系产权不明晰、内部治理不健全、对农民用水合作组织有效激励不足、决策权难以贯彻、缺乏有效的内外监督、利益分配不合理等问题,最后根据存在的问题有针对性的对龙凤山灌区农民用水合作组织运行机制的进行完善措施。
[Abstract]:Water is the source of life, and water conservancy is the root of agriculture. With the development of economy, society, agriculture in agriculture plays a fundamental role. For agriculture, the most important thing is water conservancy, the establishment of irrigation areas and its subsequent development. However, due to the institutional defects left over from the previous planning period, the existing problems in irrigation districts in China are more prominent. To change this situation, it is necessary to involve water users in irrigation management. The establishment of the Water users Association in the irrigation management model is a reform of the final canal system management model for irrigation management systems. In this paper, the cooperative organization of farmers' water use in Longfengshan Irrigation District of Heilongjiang Province is studied, which is the internal operating mechanism of the farmers' participatory management organization, in order to explore the problems existing in the actual operation of the organization. It provides reference basis for the further reform of irrigation management system of farmers' water use cooperative organization in Longfengshan Irrigation District. This paper focuses on the operation mechanism of farmers' water-using cooperative organization in Longfengshan Irrigation District. Firstly, the farmer water use cooperative organization is defined, and the farmer water use cooperation organization of Longfeng Mountain Irrigation District approved by the civil affairs department is regarded as the research object of this paper. Secondly, from the property rights mechanism, democratic management mechanism, incentive mechanism, regulatory mechanism, This paper analyzes the present situation of farmers' water use cooperative organization in Longfengshan Irrigation District and summarizes the problems existing in the development process of farmers' water use cooperative organization in Longfengshan Irrigation District from the aspects of decision-making mechanism and benefit distribution mechanism. The problems existing in the operation mechanism of farmers' water use cooperation organization in Longfengshan Irrigation District are discussed, and the farmers' water use cooperation organization in Longfengshan Irrigation District is investigated by questionnaire to understand the operation mechanism, management level and so on. According to the actual investigation and research, there are some problems, such as unclear property rights of canal system, imperfect internal governance, insufficient effective incentives for farmers' water cooperation organizations, difficulty in carrying out decision-making power, and lack of effective internal and external supervision. The benefit distribution is unreasonable and so on. Finally, according to the existing problems, some measures are taken to perfect the operation mechanism of farmers' water use cooperation organization in Longfengshan Irrigation District.
