基于粗糙集条件信息熵的农村信息化建设绩效评价研究

【摘要】：二十一世纪是信息化社会全面发展的时代,有效的信息沟通方式不仅成为了推进农业生产和农民发家致富的重要渠道,而且是拓宽农村市场、建设现代农业、统筹城乡规划、优化农村信息资源配置的主要措施,同时是建设社会主义新农村的首要载体。农村信息化建设不仅是我国社会主义新农村建设的重要研究课题,而且是我国经济策略发展的主要决策之一,其的发展在我国已经取得了一定的成效。政府进行公共决策的基础就是要恰当地对农村信息化建设的成效进行评价与分析,通过建立农村信息化建设绩效评价指标体系,构建农村信息化建设绩效评价模型,对现阶段我国农村信息化建设的基本成效展开评价研究,实现农村信息化建设的“以评促改”、“以评促建”和“评建结合”,全面保障农民群众合法权益的最终目的。要推动我国农村信息化的建设与发展,就必须以应用促进发展,以绩效评价来带动应用。因此,本文针对农村信息化建设的实际情况提出了一种适宜的评价思路,建立了一套完善的评价指标体系,针对农村信息化建设绩效评价中各评价指标权重获取的问题,构建了基于粗糙集条件信息熵的农村信息化建设绩效评价决策分析算法,并进行了实证调查研究,为农村信息化建设提出了针对性的对策建议。具体而言,本文研究主要包括以下三个方面的内容:(1)阐述了农村信息化建设绩效评价的理论基础。首先叙述了信息化、农业信息化与农村信息化的内涵以及农村信息化的建设内容,然后界定了绩效与绩效评价的定义,最后解析了农村信息化绩效评价的内涵、主体、实施途径及功能定位,形成了本文的基本理论框架。(2)构建了农村信息化建设绩效评价指标体系与评价模型。首先比较了常用评价方法的优劣,分析了引入粗糙集方法的优势,论述了粗糙集的基本概念,然后根据绩效评价指标体系构建的原则、思路、方法和过程,确定了农村信息化建设绩效评价指标体系,考虑到农村信息化建设绩效评价分析中常见的小样本数据特点,构建了一种智能化定量获取指标权重的层次式计算新算法,从而实现了基于粗糙集条件信息熵的农村信息化建设绩效评价决策分析算法。(3)开展了农村信息化建设绩效评价实证研究。首先从湖南省岳阳县下辖乡镇中选取14个具有代表性的乡镇作为实证调研对象,以农村信息化建设绩效评价指标体系和基于粗糙集条件信息熵的评价决策分析算法为依据,然后通过实地调查和邮件调查的方式进行双向数据收集,并对收集到的样本数据进行分析和处理。最后为了进一步验证基于粗糙集条件信息熵评价方法的合理性和优越性,通过方法对比进行了定量分析与总结,并从农村信息化基础设施建设、信息技术产业发展以及信息化专业人才培养等方面着手,提出相应的改进措施。
[Abstract]:The 21 century is the era of the all-round development of the information society. Effective information communication has not only become an important channel for promoting agricultural production and farmers' prosperity, but also for broadening rural markets, building modern agriculture, and planning urban and rural areas as a whole. The main measures to optimize the allocation of rural information resources are also the primary carriers of building a new socialist countryside. The construction of rural informatization is not only an important research topic in the construction of new socialist countryside in our country, but also one of the main decisions for the development of economic strategy in our country, and its development has already obtained certain results in our country. The basis of the government's public decision is to evaluate and analyze the effect of the rural informatization construction properly, and to build the performance evaluation model of the rural informatization construction through the establishment of the performance evaluation index system of the rural informatization construction. This paper makes an evaluation study on the basic effect of rural informatization construction in our country at present, realizes the ultimate goal of "promoting reform by evaluation", "promoting construction by evaluation" and "combining evaluation with construction", so as to ensure the legitimate rights and interests of farmers in an all-round way. In order to promote the construction and development of rural informatization in China, it is necessary to promote the development by application and the application by performance evaluation. Therefore, according to the actual situation of rural informatization construction, this paper puts forward a suitable evaluation idea, establishes a set of perfect evaluation index system, and aims at the problem of obtaining the weight of each evaluation index in the performance evaluation of rural informatization construction. Based on the rough set conditional information entropy, a decision analysis algorithm for the performance evaluation of rural informatization construction is constructed, and an empirical investigation is carried out, which puts forward some countermeasures and suggestions for the rural informatization construction. Specifically, this paper mainly includes the following three aspects: (1) elaborated the theoretical basis of performance evaluation of rural informatization construction. This paper first describes the connotation of informatization, agricultural informatization and rural informatization as well as the construction content of rural informatization, then defines the definition of performance and performance evaluation, finally analyzes the connotation and main body of rural informatization performance evaluation. The implementation approach and function orientation form the basic theoretical framework of this paper. (2) the performance evaluation index system and evaluation model of rural informatization construction are constructed. Firstly, the advantages and disadvantages of common evaluation methods are compared, the advantages of introducing rough set methods are analyzed, the basic concepts of rough sets are discussed, and then the principles, ideas, methods and processes of constructing performance evaluation index system are discussed. In this paper, the performance evaluation index system of rural informatization construction is determined. Considering the characteristics of small sample data in the performance evaluation and analysis of rural informatization construction, a new algorithm of intelligentized and quantitative obtaining index weight is constructed. Thus, the decision analysis algorithm of rural informatization construction performance evaluation based on rough set conditional information entropy is realized. (3) the empirical research on rural informatization construction performance evaluation is carried out. Firstly, 14 representative villages and towns in Yueyang County of Hunan Province are selected as the object of empirical investigation, based on the performance evaluation index system of rural informatization construction and the evaluation decision analysis algorithm based on rough set conditional information entropy. Then, bidirectional data collection is carried out through field investigation and mail survey, and the collected sample data is analyzed and processed. Finally, in order to further verify the rationality and superiority of the evaluation method based on rough set conditional information entropy, the quantitative analysis and summary are carried out through the comparison of methods, and the construction of rural information infrastructure is analyzed. The development of information technology industry and the cultivation of information professionals are discussed, and the corresponding improvement measures are put forward.
