宁海县农村住房制度改革研究

【摘要】：住房是人民群众的基本生活需求,“住有所居”是每户家庭的梦想。而在我国出台的有关住房制度改革的政策中,大部分是以考虑城市住房为主。实际上农村住房制度应该同城市住房制度一样,统一纳入我国住房制度体系。在国家出台政策扶持“三农”的背景下,改善农村住房条件是一项意义重大的民生工程,对农村集体经济建设、社会和谐稳定、城镇化、环境保护等,都有巨大的推动作用,从而再推动我国整体住房水平的提高。本文试图通过把宁海县正在开展的农村住房制度改革试点作为研究对象,来研究农村住房制度改革中存在的问题,并结合自己在宁海多年的城乡规划管理工作,提出针对性的建议,以期能给我国的农村住房制度改革提供理论上的参考借鉴。本文第一部分为前言开篇,分五个方面介绍,第一介绍研究背景和意义;第二对国内外学者相关研究现状介绍及评价;第三介绍写该篇文章的主要研究方法;第四介绍本文的主要内容;第五介绍本文的创新与不足之处。本文第二部分是研究的理论基础,分两方面介绍,首先对农村住房制度相关概念做一基本界定;接着对制度变迁理论和产权理论进行分析。本文第三部分介绍我国农村住房制度改革历程和特点,分两方面介绍,首先介绍农村房屋及宅基地产权制度的历史变迁,分为四个历史时段;接着阐述我国农村住房制度的四大特点。本文第四部分介绍宁海县农村住房制度改革现状分析,分四部分介绍,首先介绍宁海县农村住房制度改革现状;接着介绍改革取得的成就;最后分析制度改革存在的主要问题。本文第五部分是完善宁海县农村住房制度改革的必要性和可行性分析。本文第六部分是完善宁海县农村住房制度改革的建议,从四方面着手,第一要加快城乡一体化发展;第二要健全新农村建设资金投入机制;第三要规范行政审批事项管理;第四要构建农村土地、住房产权流转制度。
[Abstract]:Housing is the basic living needs of the people, living is the dream of every family. In the policy of housing system reform, most of the policies mainly consider urban housing. In fact, the rural housing system should be brought into our country's housing system as the urban housing system. In the context of the national policy to support the "three rural areas, rural areas", improving rural housing conditions is a significant livelihood project, which plays a huge role in promoting rural collective economic construction, social harmony and stability, urbanization, environmental protection, and so on. So as to promote the overall level of housing in China. This paper attempts to study the problems existing in the reform of rural housing system by taking the pilot project of rural housing system reform in Ninghai County as the research object, and combines with its urban and rural planning and management work in Ninghai for many years. Some suggestions are put forward in order to provide theoretical reference for the reform of rural housing system in China. The first part of this paper is the introduction of the preface, which is divided into five aspects: the first part introduces the background and significance of the research; the second part introduces and evaluates the current research situation of scholars at home and abroad; the third part introduces the main research methods of writing this article. The fourth part introduces the main contents of this paper, and the fifth introduces the innovation and deficiency of this paper. The second part of this paper is the theoretical basis of the study, which is introduced in two aspects. Firstly, the concept of rural housing system is defined, and then the theory of institutional change and the theory of property rights are analyzed. The third part of this paper introduces the history and characteristics of rural housing system reform in China. It introduces the historical changes of rural housing and homestead property rights system, which is divided into four historical periods. Then it expounds the four main characteristics of the rural housing system in our country. The fourth part of this paper introduces the present situation of the rural housing system reform in Ninghai County, which is divided into four parts. Firstly, it introduces the current situation of the rural housing system reform in Ninghai County; then it introduces the achievements of the reform; finally, it analyzes the main problems existing in the reform. The fifth part is the necessity and feasibility analysis to perfect the rural housing system reform in Ninghai County. The sixth part of this paper is to improve the reform of rural housing system in Ninghai County, starting from four aspects: first, to accelerate the development of urban-rural integration; second, to improve the new rural construction investment mechanism; third, to standardize the management of administrative examination and approval; Fourth, the construction of rural land, housing property rights circulation system.
