如何唤醒“沉睡资源”助力村庄发展——贵州省六盘水舍烹村“三变”案例观察

【摘要】：当前村庄内部广泛存在的"思想散、资源散、资金散"问题严重阻碍我国村庄发展,甚至有相当一批具有独特人文景观或丰富自然风景的村庄面临躺在资源里却要饿死的尴尬处境。分析当前我国村庄发展的逻辑框架发现:"三散"背景下村庄发展与振兴或可以从庞大的内部"沉睡资源"入手,从"统"的视角寻求突破。获得2017年中央一号文件肯定与鼓励的舍烹村"三变"发展经验展示了"三散"背景下"统"的发展思路在唤醒农村"沉睡资源"方面的实践科学性。舍烹村案例表明:强有力的带头人、以股权为纽带的利益共享机制、融合的产业体系及包括国家、市场、第三部门等主体在内的宏观条件支持是当前背景下统筹"沉睡资源"助力村庄发展的关键要素和必要条件。
[Abstract]:At present, the widespread problem of "scattered thoughts, scattered resources, and scattered funds" in villages seriously hinders the development of villages in our country. There are even quite a number of villages with unique cultural or natural landscapes facing the embarrassment of starving to death while lying in resources. By analyzing the logical framework of village development in our country at present, it is found that under the background of "three scattered", the village development and revitalization can be started from the huge internal "sleeping resources", and the breakthrough can be sought from the perspective of "unification". The development experience of "three changes" in the village of "three changes", which was affirmed and encouraged by the first document of the Central Committee in 2017, shows the scientific practice of "unification" in arousing the rural "sleeping resources" under the background of "three scattered". The case of Shekuo Village shows that: a strong leader, a shareholding profit-sharing mechanism, an integrated industrial system and including the country, the market, The support of macro conditions including the third sector is the key factor and necessary condition of "sleeping resources" to help the village development under the current background.
