黑龙江省规模水稻种植农户经营行为研究

【摘要】：随着中国农业技术的发展，农业农村中取得了一些成绩，即粮食生产和农民收入都实现了十一连增，但是中国工业化、城镇化的加快，大量的青壮年劳动力都转向了第二、三产业，脱离了农业、农村；加之受到资源、制度、市场和气候变化等外部性因素的影响，致使粮食的安全不能够得到很好地保障。中国具有13亿人口，确保粮食安全必须靠国内基本自给。而规模种植农户又是国家粮食安全保障的微观基础，但由于成本、粮价等因素的制约，致使规模种植农户的积极性受到了极大的影响，从而国家粮食安全受到了威胁。如何突破当前所面临的困境，调动规模种植农户的积极性，成为粮食稳定生产的新问题，更是农业可持续发展亟待解决的关键理论问题。基于此，根据黑龙江省344户规模水稻种植农户的实际调研数据，首先，，采用归纳分析的方法从规模水稻种植农户的经营行为逻辑上分析出了规模水稻种植农户规模经营的内在动力，即不仅受到经济理性和道德理性的约束，还受到价值理性的影响。其次，从规模经营行为的风险识别上对生产风险的来源、对外部性风险的认知方面、对风险防范措施的认知上进行了分析，最终得出黑龙江省规模水稻种植农户缺乏对规避各类风险的有效选择。再次，应用数据包络分析（DEA）的方法对规模水稻种植农户生产选择不同规模的效率（技术效率、纯技术效率、规模效率）进行了分析，得出规模水稻种植农户选择生产规模与其效率成正向关系。最后，根据分析结果从土地流转制度完善方面、政府扶持力度方面、规模水稻种植农户风险防范措施、提高规模水稻种植农户生产效率、农户自身等方面来阐述发展规模经营的对策措施。
[Abstract]:With the development of agricultural technology in China, some achievements have been made in the agricultural countryside, that is, grain production and farmers' income have both increased 11 times in succession. However, with the acceleration of China's industrialization and urbanization, a large number of young and middle-aged labor forces have turned to the second place. The third industry is divorced from agriculture and rural areas, and is affected by external factors such as resources, institutions, markets and climate change. China has a population of 1.3 billion and must rely on basic self-sufficiency to ensure food security. The scale planting peasant household is the microcosmic foundation of the national food security, but because of the restriction of the cost, the grain price and other factors, the enthusiasm of the scale planting farmer is greatly affected, thus the national food security is threatened. How to break through the current predicament and arouse the enthusiasm of large-scale farmers to become a new problem of stable grain production is a key theoretical problem to be solved urgently in the sustainable development of agriculture. Based on this, according to the actual survey data of 344 rice farmers in Heilongjiang Province, first of all, By using the method of inductive analysis, this paper analyzes the internal motive force of large-scale rice farmers' scale management from the logic of the management behavior of large-scale rice farmers, that is, it is not only restricted by economic rationality and moral rationality, but also influenced by value rationality. Secondly, it analyzes the source of production risk, the cognition of external risk, the cognition of risk prevention measures from the risk identification of scale operation behavior. Finally, it is concluded that the scale rice farmers in Heilongjiang province lack the effective choice to avoid all kinds of risks. Thirdly, using the method of data Envelopment Analysis (DEA), the paper analyzes the efficiency (technical efficiency, pure technical efficiency, scale efficiency) of large-scale rice farmers' production selection. It is concluded that scale rice farmers' choice of production scale is positively related to their efficiency. Finally, according to the analysis results, from the aspects of land circulation system perfection, government support, the risk prevention measures of large-scale rice farmers, to improve the production efficiency of large-scale rice farmers. Farmers themselves to elaborate the development of scale management measures.
