浙江省乐清市碳汇林实证研究

【摘要】:本研究以浙江省乐清碳汇林研究对象,研究中国碳汇林交易实施过程中存在的若干问题。对碳汇林项目实施的可行性、造林作业设计、预期效益等进行分析,研究碳汇林实施过程中造林树种的选择、树种配置模式、抚育措施等问题,提出问题解决的途径和方法;应用生态学和生态经济学原理及方法,对浙江省碳汇林价值进行了定量评估,计算其生态效益、经济效益价值、社会效益价值等,使碳汇林发挥的效益价值与交易价格相一致;以碳汇林乔灌层碳储量变化、温室气体排放、项目引发的泄漏量等指标,评价了浙江省碳汇林项目实施碳储量变化情况及其效果,为我国碳汇林项目实施效果的评价提供理论基础和科学依据;结合国内外已有碳交易实际情况及相关政策环境、当今经济社会发展实际,从交易平台,林业碳汇供给对象和需求对象,林业碳汇交易产品4个环节来构建浙江林业碳汇交易市场交易模式,提出林业碳汇交易的相关政策建议,为我国碳汇林交易政策的完善提供一定的借鉴。研究内容包括:1、以浙江省乐清市碳汇造林进行碳汇效益评价及其碳储量变化动态研究为目的,本研究选取太平山区和芝山区两个项目区内碳汇造林林分的碳汇进行预测评估,其中,造林总面积达275.13hm2,共计4127亩,其中太平山和芝山地区造林综合效益分别可达4449144.31元/a和1651590.36元/a,碳汇造林总项目综合效益达6100734.67元/a。2、浙江省乐清市碳汇造林项目,预计在造林达到10年、15年和20年,项目区内碳储量变化可达11658.46、32848.52和61799.35 t(单位:吨等价二氧化碳量)。3、本研究为浙江省乃至全国范围内,碳汇交易及其政策制定提供参考依据,同时,根据目前碳汇研究发展趋势,采用数据形式,预测浙江省的碳汇造林项目产生综合效益,同时发现未来拟解决问题。
[Abstract]:Taking Yueqing carbon sequestration forest in Zhejiang Province as the research object, this paper studies some problems existing in the process of Chinese carbon sequestration forest transaction. This paper analyzes the feasibility, afforestation design and expected benefit of carbon sink forest project, studies the selection of afforestation tree species, tree species allocation mode, tending measures and so on, and puts forward the ways and methods to solve the problem. Based on the principles and methods of ecology and ecological economics, the value of carbon sink forest in Zhejiang Province is evaluated quantitatively, and its ecological benefit, economic benefit value and social benefit value are calculated, so that the benefit value of carbon sink forest is consistent with the transaction price. Based on the indexes of carbon storage change, greenhouse gas emission and leakage caused by the project, the change and effect of carbon storage in the carbon sink forest project in Zhejiang Province are evaluated in terms of the change of carbon storage in the irrigated layer, the greenhouse gas emission and the leakage caused by the project. To provide the theoretical and scientific basis for the evaluation of the implementation effect of carbon sequestration forest projects in China, combining the actual situation of carbon trading and related policy environment at home and abroad, the current economic and social development reality, from the trading platform, The supply object and demand object of forestry carbon sink, four links of forestry carbon sink trading product to construct the trade mode of forestry carbon sink market in Zhejiang province, and put forward the relevant policy suggestion of forestry carbon sink transaction. It provides some reference for the improvement of the trading policy of carbon sink forest in China. The research contents are as follows: 1. In order to evaluate the benefit of carbon sequestration and the dynamic change of carbon storage in Yueqing City, Zhejiang Province, the carbon sinks of afforestation stands in Taiping Mountain area and Zishan area are selected to predict and evaluate the carbon sequestration. The total area of afforestation is 275.13hm2with a total of 4127 mu. The comprehensive benefit of afforestation in Taiping Mountain and Chishan area can reach 4449144.31 yuan / a and 1651590.36 yuan / a respectively, and the comprehensive benefit of the total afforestation project of carbon sink is 6100734.67 yuan / a.2.The afforestation project of Yueqing City, Zhejiang Province, is a carbon sink afforestation project. It is estimated that the change of carbon storage in the project area can reach 11658.46 ~ 32848.52 and 61799.35 tons (unit: equivalent carbon dioxide per ton) for 10, 15 and 20 years of afforestation. 3 this study provides a reference basis for carbon sink trading and its policy formulation in Zhejiang Province and even the whole country, at the same time, According to the development trend of carbon sequestration at present, the comprehensive benefits of carbon sequestration afforestation project in Zhejiang Province are predicted by using data form, and the problems to be solved in the future are found at the same time.
