农民合作社核心成员社会资本与政策资源获取及成员受益差异

【摘要】：政策资源分配不均不仅会偏离政府支持农民合作社发展的政策目标,还会导致农民合作社不公平竞争。本文理论分析了农民合作社核心成员社会资本对其获取政策性资金的影响,以及获取政策性资金的合作社内部核心成员与普通成员的受益差异,并利用来自中国三省的样本合作社与农户数据进行实证研究。研究发现,以理事长为代表的合作社核心成员政治性社会资本越丰富,越容易获得政策性资金,并且获得的金额越大;而没有证据表明商业性社会资本对合作社获取政策性资金有显著影响。在获得政策性资金的合作社内部,普通成员受益程度显著低于核心成员,政策性资金在合作社间及内部成员间分配不均。现阶段支持农民合作社的政策资源存在分配不均问题,合作社发展政策的支持方向和内容、政策性资金的分配方式都需要进行调整和优化,为农民合作社的公平和健康发展创造更好的政策环境。
[Abstract]:The uneven distribution of policy resources will not only deviate from the policy objective of the government to support the development of farmers' cooperatives, but also lead to unfair competition of farmers' cooperatives. This paper theoretically analyzes the influence of the social capital of the core members of farmers' cooperatives on the access to policy funds, as well as the difference between the core members and the ordinary members of the cooperatives. The empirical study is based on the data of sample cooperatives and farmers from three provinces of China. It is found that the richer the political social capital of the cooperative core members represented by the director, the easier it is to obtain policy-oriented funds, and the larger the amount is; There is no evidence that commercial social capital has a significant impact on cooperative access to policy funds. In the co-operatives receiving policy-oriented funds, the benefit of ordinary members is significantly lower than that of the core members, and the distribution of policy-oriented funds among cooperatives and internal members is uneven. At the present stage, there is a problem of uneven distribution of policy resources in support of farmers' cooperatives. The supporting direction and content of cooperative development policies and the allocation of policy funds need to be adjusted and optimized. To create a better policy environment for the fair and healthy development of farmers' cooperatives.
