我国高校科技特派员制度比较研究

【摘要】：新中国成立后,我国建立了自上而下、行政推动的农业技术推广体系,对改变我国农业和农村面貌发挥了重要作用。但目前,传统农业技术推广体系正在进行深刻变革,凸显出基层科技人员不足,农业科技成果、先进适用技术转化推广难等问题,完善农村科技服务体系显得尤为迫切。为此,各地积极寻求相应对策,科技特派员制度就是其中之一。实施科技特派员制度对完善农村科技服务体系,推进农村科技重心下移,提升农村基层科技工作能力和活力,促进农业和农村经济的发展,起到了重要作用。第一,采用文献法对我国高校科技特派员制度整理出研究背景及其意义、学术界对高校科技特派员制度研究综述,并提出本研究相应的理论概念。第二,本研究采用文献法对广东省、浙江省、天津市等十一个省市区的高校科技特派员发展状况、成果经验、实施效果进行归纳并整理形成我国高校科技特派员制度的实施状况。第三,采用政策分析方法从地理环境、经济情况、文化环境、高等教育发展情况对比分析广东省、浙江省、天津市、宁夏回族自治区、甘肃省五各省市区的高校科技特派员制度制度环境。第四,笔者从制度学的视角,运用制度分析方法对高校科技特派员制度的关键要素:选派条件、工作目标、服务对象分析我国高校科技特派员制度。第五,采取访谈法和政策分析方法将当前高校科技特派员制度在发展和运行过程中使用的高校科技特派员制度实施机制、运行机制、经费管理机制、奖励与考核机制进行对比分析。第六,本研究灵活采用访谈法对对高校科技特派员制度发展状况、成果经验、实施成果、存在问题进行访谈,整理访谈结果,在制度变迁理论、制度比较分析理论的基础上提出优化高校科技特派员制度的路径。
[Abstract]:After the founding of New China, China established a top-down and administratively promoted agricultural technology extension system, which has played an important role in changing the outlook of our agriculture and rural areas. But at present, the traditional agricultural technology extension system is carrying on the profound transformation, highlights the basic level science and technology personnel insufficiency, the agricultural science and technology achievement, the advanced suitable technology transformation and so on difficult question and so on, consummates the countryside science and technology service system to appear particularly urgent. To this end, various regions actively seek corresponding countermeasures, science and technology commissioner system is one of them. The implementation of the science and technology commissioner system has played an important role in perfecting the rural science and technology service system, promoting the shift of the rural science and technology center of gravity, enhancing the ability and vitality of the rural grassroots science and technology work, and promoting the development of agriculture and rural economy. Firstly, the research background and significance of the science and technology commissioner system in colleges and universities are sorted out by using the literature method, and the academic circles summarize the research on the science and technology commissioner system in colleges and universities, and put forward the corresponding theoretical concept of this research. Second, this study uses the literature method to study the development of science and technology commissioners in 11 provinces, including Guangdong Province, Zhejiang Province, Tianjin City, and so on. The implementation effect is summed up and the implementation of the science and technology commissioner system in colleges and universities in China is summarized and sorted out. Third, using policy analysis methods to compare and analyze the development of Guangdong Province, Zhejiang Province, Tianjin Municipality and Ningxia Hui Autonomous region from the aspects of geographical environment, economic situation, cultural environment, and the development of higher education. The system environment of science and technology commissioner of colleges and universities in five provinces and cities of Gansu Province. Fourthly, from the perspective of institutional science, the author analyzes the key elements of science and technology commissioner system in colleges and universities by using the method of institutional analysis: the selection conditions, work objectives, and service objects, and analyzes the system of science and technology special commissioners in colleges and universities in our country. Fifthly, we should adopt the methods of interview and policy analysis to make the implementation mechanism, operation mechanism and fund management mechanism of the current science and technology commissioner system in colleges and universities used in the process of development and operation. The mechanism of reward and examination is compared and analyzed. Sixth, this research flexibly adopts the interview method to interview the university science and technology commissioner system development situation, the achievement experience, the implementation result, the existence question, collates the interview result, in the system vicissitude theory, On the basis of the theory of system comparative analysis, this paper puts forward the way to optimize the science and technology commissioner system in colleges and universities.
