基于节约集约视角的长沙市建设用地批前管理标准化研究
[Abstract]:With the development of socialist market economy, population growth, urbanization and the acceleration of industrialization, the total demand for construction land is increasing. Because of the limited supply of construction land, the contradiction between supply and demand of land is becoming more and more acute, and saving intensive land has become the inevitable choice to alleviate the contradiction between supply and demand of land. And strengthening the management of construction land before grant is an effective means to promote conservation and intensive land use. Carrying out standardized management, building service-oriented government, incorruptible government and high-efficient government are the important measures to carry out social management in our country. In the face of the increasingly prominent contradiction between land supply and demand, the Changsha Land and Resources Bureau took the first batch of pilot projects of comprehensive standardization of social management and public services as an opportunity to launch the subject of "pilot study on Comprehensive Standardization of economized and intensive Land use in Changsha City". In order to promote the construction land conservation intensive use of standardized management, operation procedures, the implementation of fine. This paper is an important part of this project, which aims to analyze the present situation, problems and reasons of the pre-grant management of construction land in Changsha. To establish a standard system for the pre-grant management of construction land suitable for operation in Changsha administrative area, and to formulate specific standards for the pre-grant management of construction land in Changsha, Give full play to the role of standardization to improve the efficiency of conservation and intensive use of construction land and improve the level of public services. This paper starts with the related concepts of the standardization of pre-grant management of construction land in Changsha City, and gives a clear explanation of pre-grant management, economizing on intensive land use, standardization and standard system. Land saving intensive use theory and standardized management theory are the theoretical basis of this paper. In this paper, the current situation of pre-grant management of construction land in Changsha is analyzed in detail, and the existing problems and the reasons for the problems are found out. It provides the basis for the construction of construction land pre-lot management standard system in Changsha, and constructs the Changsha construction land pre-lot management standard system by using the methods of comprehensive systematic analysis and combination of macro analysis and micro analysis, etc. At the same time, the core content of service supply standard system in Changsha construction land pre-grant management standard system is established. This core content is the specific business links involved in the pre-grant management of construction land, including the pre-examination of construction project land, the examination and approval of construction land and the supply of state-owned construction land. In this paper, through the compilation of the construction project land prehearing standard, the construction land review and approval standard, the state-owned construction land recruitment and sale standard, the state-owned construction land agreement transfer standard and the state-owned construction land allocation and supply standard, Efforts will be made to integrate various measures and means of economizing intensive land management into each link of pre-grant management of construction land, and to implement the specific contents, links, requirements and operational means of saving intensive land to each specific post, It also provides technical support for promoting and improving the overall level of economizing and intensive land use by standardizing the work flow and working time limit of specific business links.
