江西省典型矿粮复合区土地利用冲突缓解机制研究
[Abstract]:China is an important agricultural country in the world and feeds a sixth of the world's population. Although since the founding of the people's Republic of China, with the continuous upgrading of agricultural management patterns, agricultural technology, and the quality of agricultural labor, the grain output has increased year by year. However, there are still some phenomena in our country, such as the decrease of grain production caused by cultivated land pollution, the decline of grain quality, the abandonment of cultivated land and the abandonment of cultivated land, which seriously threaten the food security of our country and the sustainable utilization of land resources. In turn, it has a negative impact on the long-term development of agriculture. Therefore, under the common visual angle of cultivated land protection, food security construction, ecological civilization construction and harmonious society construction, it is urgent to explore the land use conflict mitigation mechanism in ecological polluted areas. Among the many kinds of pollution, mining pollution has a significant impact on the sustainable utilization of cultivated land resources and the destruction of food security. Therefore, the study on the mitigation of land use conflict in the mining and grain complex areas can provide a basis for a series of studies on the protection of cultivated land. Therefore, it provides support for the treatment of cultivated land pollution and its series of problems. Taking typical mineral and grain complex areas in Jiangxi Province as the research object, this paper analyzes the factors, causes and conduction mechanism of land use conflict in mineral and grain complex areas through the study of economic growth model and signal transmission game. And then through the field investigation of Yongping Copper Mine in Yaoshan County, Shangrao City, Dexing Copper Mine in Dexing City and its surrounding gold mines to obtain research data to calculate the intensity of land use conflict, Finally, based on the scenario analysis model, the mechanism of land use conflict mitigation is constructed under the framework of "social-ecological" system, which provides a useful reference for regional governance. The conclusions are as follows: (1) the mechanism of land use conflict in mineral and grain complex area originates from two pairs of contradictions. That is, the contradiction between the land use conflict caused by the pollution accumulation effect and the economic growth of the grain planting industry in the new period. The asymmetry of information transmission in mineral and grain complex areas leaves leeway for stakeholders and conflicts between sustainable land use conflict and conflict expansion in mining and grain complex areas; (2) the internal cause of the upgrading of the intensity of the land use conflict in the mining and grain complex area is the absence of the actual land level of ecological compensation, which is reflected in the weakening of the recessive conflict, which leads to the loss of the life and health of the peasant household, the property and the rights and interests of the development. And then cause the conflict to escalate; (3) the mechanism of land use conflict mitigation in mining and grain complex area is a systematic scheme under the framework of "social-ecological" complex system. Mitigation mechanisms that integrate social land-use conflict mitigation programmes can maximize benefits in future scenarios, thereby constraining stakeholder behaviour, building a network of monitoring mechanisms and making conflict mitigation more efficient. Then the mineral and grain compound area is led to the green, harmonious and sustainable development path, in order to lead the region to build the ecological civilization highland. The policy suggestions are as follows: (1) institutionalizing the mitigation of explicit conflict and recessive conflict, and establishing official evaluation index system to assess the comprehensive situation of ecological environment in mineral and grain complex area periodically; (2) to increase the research and development and introduction of emerging ecological pollution control technology and ecological pollution control technology to enhance the effective pollution control capacity; (3) institutionalizing and legalizing ecological mitigation in polluted area, enhancing the ability of rent-seeking investigation and handling, and promoting the cooperative promotion of land use conflict mitigation project.
