湘西州农业产业化扶贫研究

【摘要】：贫困是人类共同面对并不断努力追求摆脱的永恒主题,农业是国民经济的一个重要产业部门,也是我国这个农业大国关注的焦点。农业发展到今天,传统的生产方式正面临着严峻挑战。湘西州贫困人口分布广,贫困现象历来己久,对如何摆脱贫困,本文探讨了农业产业化扶贫这一新型扶贫方式。首先介绍了湘西州的贫困特点以及导致区域贫困的主要原因,指出湘西州虽然社会经济取得了一定发展,但由于多种致贫因素,湘西州贫困范围依然很广,这从总体上概括了湘西州社会经济发展现状和脱贫反贫的必要性。湘西州自新中国成立以来的扶贫历程,大致经历了和国家总体扶贫战略相同步的五个阶段,实施了救济式扶贫、专项扶贫、社会扶贫等多种扶贫模式,不同扶贫模式存在不同的优缺点。如今,中国农村扶贫工作正逐步深入,湘西州的扶贫开发工作面临新的契机。湘西州在长期发展过程中,州政府积极推进农业产业化,走出一条农业产业化扶贫新道路。这样不仅可以改善传统农业发展方式,促进传统农业向现代农业的转变,还能在很大程度上创新扶贫方式,使得湘西州尽快实现脱贫致富。本文主要对农业产业化扶贫这一新型扶贫方式做了详细探讨,一方面对农业产业化的内涵、理论基础、组织模式和运行机制做了理论上的分析；另一方面,对农业产业化在湘西州的发展状况、湘西州实行农业产业化扶贫的内在动力和有利条件、农业产业化扶贫效果这几个方面做了现实考察,做到了理论和实践的有机结合,也为农业产业化扶贫方式的推广奠定了基础。因此文章的最后一部分主要是在前几部分内容的基础上得出结论,认为农业产业化扶贫在扶贫方式上具有创新性,不仅能增加农民脱贫的内生动力,还能和其它扶贫方式实现联动并取得良好的生态效益和社会效益。当然农业产业化扶贫在民族地区的进一步实施和推广需要一些保障条件,并需要处理好和民族文化、生态环境的关系。
[Abstract]:Poverty is the eternal theme that human beings face and strive to get rid of. Agriculture is an important industrial sector of the national economy and the focus of our country's agricultural power. Agricultural development to today, the traditional mode of production is facing a severe challenge. The poverty population in Xiangxi is widely distributed and the phenomenon of poverty has been a long time. This paper discusses the new poverty alleviation method of agricultural industrialization. First of all, it introduces the characteristics of poverty in Xiangxi and the main reasons leading to regional poverty. It points out that although Xiangxi has achieved certain social and economic development, the poverty scope in Xiangxi is still very wide due to various factors leading to poverty. This summed up the overall situation of social and economic development in Xiangxi and the necessity of eliminating poverty and anti-poverty. The course of poverty alleviation in Xiangxi Prefecture since the founding of the people's Republic of China has roughly gone through five stages, synchronized with the state's overall poverty reduction strategy. It has implemented a variety of poverty alleviation models, such as relief poverty alleviation, special poverty alleviation, and social poverty alleviation. Different poverty alleviation models have different advantages and disadvantages. Today, China's rural poverty-alleviation work is gradually deepening, Xiangxi Prefecture poverty-alleviation work is facing a new opportunity. In the long-term development of Xiangxi, the state government actively promotes the industrialization of agriculture and steps out a new road of helping the poor by industrialization of agriculture. This can not only improve the development of traditional agriculture, promote the transformation of traditional agriculture to modern agriculture, but also to a large extent to innovate the way to help the poor, so that Xiangxi as soon as possible to achieve poverty. On the one hand, the connotation, theoretical basis, organization model and operation mechanism of agricultural industrialization are analyzed in detail. On the other hand, the development of agricultural industrialization in Xiangxi prefecture, the internal motive force and favorable conditions of implementing agricultural industrialization to alleviate poverty in Xiangxi state, and the effect of poverty alleviation of agricultural industrialization have been investigated in reality. It has achieved the organic combination of theory and practice, and has laid the foundation for popularizing the poverty alleviation mode of agricultural industrialization. Therefore, the last part of the article is mainly based on the contents of the first few parts, and concludes that the agricultural industrialization of poverty alleviation is innovative in the way of poverty alleviation, and it can not only increase the endogenous motive force for farmers to extricate themselves from poverty. It can also achieve linkage with other poverty alleviation methods and achieve good ecological and social benefits. Of course, the further implementation and popularization of poverty alleviation by agricultural industrialization in ethnic areas need some guarantee conditions, and the relationship with national culture and ecological environment should be handled well.
