【摘要】：粮食是人类赖以生存和发展的必需品。对于我国,用不到世界十分之一的耕地,生产了世界四分之一的粮食,然而全球粮食贸易量不到中国消费量的一半,由此可以看出中国人的粮食只能依靠自己来解决。国家粮食储备是为保证非农业人口的粮食消费需求,调节国内粮食供求平衡、稳定粮食市场价格、应对重大自然灾害而建立的一项物资储备制度。党的十八大多次强调解决“三农”问题是全党工作重中之重,因此确保国家的粮食安全,是十分重要的。由于粮食仓储条件不同,安全管理也不尽相同,给粮食仓储安全管理带来许多问题。国家也通过制定中长期粮食安全发展规划纲要,健全相关粮食安全管理法律法规,加强储备粮食仓储基础设施建设,改善储粮条件,提高粮食储藏技术应用水平,确保储粮安全。粮食仓储的安全管理成为当前需要关注的一个重要课题。本文从四个方面对吉林省粮食集团公司粮食仓储安全管理进行研究:首先,介绍粮食仓储安全基本现状并结合粮食安全理论,对安全管理理论和仓储安全管理理论的概念、特征以及应用进行阐述。然后,对吉林省粮食集团公司及粮食仓储安全管理方面进行介绍,充分明确了本研究领域与研究对象,并详实阐述吉林省粮食集团公司粮食仓储安全管理状况,根据状况去发现存在问题的具体原由。其次,结合实际对于吉粮集团粮食仓储内部状况以及当前呈现出的问题,对致使粮食仓储安全问题出现的具体原因进行深入分析,使研究路线进一步清晰,找出粮食仓储安全管理问题存在的根源。最后,结合安全管理理论与吉林省粮食集团公司粮食仓储安全管理实际运行状况,提出吉林省粮食集团公司粮食仓储安全管理问题的应对措施与建议,为从根本上解决吉林省粮食集团公司粮食仓储安全管理存在的问题,根据已分析到的问题原由,给出了相应问题的整改措施方案,优化集团内部仓储安全管理。本研究通过对吉林省粮食集团公司粮食仓储安全管理现状进行分析,提出在吉林省粮食集团公司中粮食仓储安全管理方面存在的问题,给出针对问题的合理化整改措施。本研究对粮食仓储企业内部粮食仓储安全管理体系的全面建立提供理论依据,进而优化粮食仓储管理过程中的方式方法,提升吉林省粮食集团公司安全管理水平与能力,促进吉林省粮食集团公司在不可避免的经营风险中实现可持续发展。
[Abstract]:Grain is a necessity for human survival and development. For China, less than 1/10 of the world's arable land has produced 1/4 of the world's grain, but the global grain trade is less than half of China's consumption, so we can see that the Chinese grain can only be solved by themselves. The national grain reserve is a material reserve system established to ensure the grain consumption demand of the non-agricultural population, adjust the balance of domestic grain supply and demand, stabilize the grain market price, and deal with major natural disasters. The 18th National Congress of the Party stressed that solving the "three rural issues" is the top priority of the Party's work, so it is very important to ensure the country's food security. Because of the different conditions of grain storage, the safety management is not the same, which brings many problems to the grain storage safety management. The state has also formulated a plan outline for the development of medium- and long-term food security, improved the relevant laws and regulations on the management of grain security, strengthened the infrastructure construction of grain storage, improved the conditions for grain storage, and raised the level of application of grain storage technology. Ensure grain storage safety. The security management of grain storage has become an important issue that needs to be paid attention to at present. This paper studies the grain storage safety management of Jilin grain group company from four aspects: firstly, it introduces the basic situation of grain storage security and the concept of safety management theory and storage safety management theory combined with grain security theory. Features and applications are described. Then, the paper introduces Jilin grain group company and grain storage safety management, fully defines the research field and research object, and elaborates the situation of grain storage safety management of Jilin grain group company. Find out the cause of the problem according to the situation. Secondly, combining with the actual situation of grain storage in Ji-grain group and the current problems, the paper makes a thorough analysis of the specific reasons that lead to the security problems of grain warehousing, so that the research route is further clarified. Find out the root of the problem of grain storage security management. Finally, combined with the theory of safety management and the actual operation situation of grain storage safety management of Jilin grain group company, the paper puts forward the countermeasures and suggestions of grain storage safety management of Jilin grain group company. In order to solve the problems existing in grain storage security management of Jilin grain group company fundamentally, according to the original reasons of the problems analyzed, this paper puts forward the corresponding improvement measures and optimizes the internal storage safety management of the group. Based on the analysis of the current situation of grain storage safety management in Jilin grain group company, the paper puts forward the problems existing in grain storage safety management in Jilin grain group company, and puts forward the rationalization and rectification measures for the problems. This study provides a theoretical basis for the overall establishment of grain storage safety management system in grain storage enterprises, and then optimizes the ways and methods in the process of grain storage management, and promotes the safety management level and ability of Jilin grain group company. Promote Jilin Province grain group company to realize sustainable development in the inevitable management risk.
