林改后遂川县集体森林资源资产评估研究

【摘要】：随着我国集体林权制度改革的逐步推进,集体林权交易市场不断发展壮大,林权交易越来越活跃,同时,也带动了集体森林资源资产评估的发展。集体森林资源资产评估作为林权交易中重要的一环,其发展状况对林权交易有着重大的影响。本文选取林权交易集中的遂川县为案例,通过调研和收集资料,对遂川县集体林权制度改革后集体森林资源资产评估工作的总体情况进行了相关的阐述,同时,针对其工作中出现的评估机构数量唯一、覆盖范围小,评估理论和方法落后等问题进行了总结分析。同时,重点阐述了遂川县现行的集体森林资源资产评估方法,并选取实际案例,通过对案例的分析详细讲解了评估方法的具体应用。最后,针对遂川县集体森林资源资产评估工作中存在的问题,本文从引入竞争机制,建立评估体系等方面提出了相关政策建议。
[Abstract]:With the development of the reform of collective forest property right system in our country, the collective forest right trading market is developing continuously, and the forest right transaction is becoming more and more active, at the same time, it also promotes the development of collective forest resource assets evaluation. As an important part of forest property trading, collective forest resource asset evaluation has a great influence on forest property trading. This paper selects Suichuan county as a case, through investigation and data collection, expounds the general situation of collective forest resource assets evaluation after the reform of collective forest tenure system in Suichuan county, and at the same time, This paper summarizes and analyzes the problems such as the unique number of evaluation institutions, small coverage and backward evaluation theories and methods. At the same time, the present collective forest resource assets evaluation method in Suichuan county is expounded, and the concrete application of the evaluation method is explained in detail through the case analysis. Finally, aiming at the problems existing in the evaluation of collective forest resource assets in Suichuan County, this paper puts forward some relevant policy suggestions from the aspects of introducing competition mechanism and establishing evaluation system.
