喀什地区疏勒县农村劳动力转移就业问题研究

【摘要】:农村劳动力有序、合理的转移,有利于提升当地农业生产力水平,改善农村生产关系,增加农民可支配收入,有利于推进城市化进程和农村现代化建设,尤其对新生代农民的转移就业和自身发展具有重要的意义。疏勒县地处南疆少数民族聚居区,农业经济占经济总量的46.3%,农村富裕劳动力约占农村总人口的42.6%,受教育程度普遍较低、转移就业难度大。疏勒县农村劳动力合理有序转移的实践,对南疆同类县市农村人力资源的开发和利用具有推广价值。本研究以疏勒县为研究的对象,通过对疏勒县农村劳动力转移情况进行定性、定量的分析,重点是对疏勒县农村劳动力转移就业的现状、特征、存在的制约因素等进行研究,找出了该县农村劳动力转移中存在的劳动力素质低、转移率低、就业岗位层次低、收入低等问题,提出了进一步促进疏勒县农村劳动力转移的相应措施,为疏勒县以及喀什地区政府进一步完善劳动力转移政策和使劳动力具有更高的转移效率提供了参考。
[Abstract]:An orderly and rational transfer of rural labor is conducive to raising the level of local agricultural productivity, improving rural production relations, increasing peasants' disposable income, and promoting the process of urbanization and rural modernization. Especially for the new generation of farmers to transfer employment and their own development has important significance. Shule County is located in the southern Xinjiang minority areas, the agricultural economy accounts for 46.3% of the total economic volume, the rural rich labor force accounts for about 42.6% of the total rural population, the education level is generally low, and it is difficult to transfer employment. The practice of rational and orderly transfer of rural labor force in Shule County is of great value to the development and utilization of rural human resources in similar counties and cities in southern Xinjiang. This study takes Shule County as the object of study, through qualitative and quantitative analysis of the situation of rural labor force transfer in Shule County, focusing on the status quo, characteristics, existing constraints and other factors of the rural labor force transfer and employment in Shule County. This paper finds out the problems existing in the transfer of rural labor force in this county, such as low quality of labor force, low transfer rate, low level of employment and low income, and puts forward corresponding measures to further promote the transfer of rural labor force in Shule County. It provides a reference for the government of Shule County and Kashi region to further improve the labor transfer policy and make the labor force have higher transfer efficiency.
