安徽省农村劳动力转移中的劳动者素质研究

【摘要】:农村劳动力转移是增加农民收入、促进农村经济发展和缩小城乡差距、保障社会和谐的关键环节和重要途径。中国社会长期存在的特殊的城乡二元结构,导致农村劳动者的素质相对较低。农村劳动者素质偏低制约了农村劳动力的有效转移,阻碍了城乡经济的协调发展。安徽省是我国中部典型的农业大省,2014年年末户籍人口6928.5万,常住人口为6082.9万,其中农村劳动力人口为3093.2万,占常住人口总数比重50.8%;而农村人均耕地面积约为1.81亩。面对人多地少的现实状况,要实现安徽省的可持续发展,必须将一部分农村劳动力从农村转移出去,但是转移面临很多困难,其中最重要的是劳动者素质问题。在劳动者素质的诸多构成要素中,思想道德素质和法制素质制约其对政策法律的认知和执行,文化素质影响劳动者转移的规模、速度和稳定,职业的经营管理素质影响劳动力转移的方式和流向,身体素质影响劳动力转移的难易程度。所以,要实现安徽省农村劳动力的有效转移,必须重视提高农村劳动者的素质。论文以马克思主义农村劳动者素质及其作用的思想为理论基础,结合国内外的最新研究成果,运用文献法、问卷调查法等研究方法,选取了安徽省作为研究对象展开调研,主要从农村劳动者的道德和法制素质、文化和科技素质、职业经营管理素质、身体素质等四个方面剖析探索了农村劳动者素质在劳动力转移中的重要作用,并据此提出了提高劳动者素质的思路:通过加强对农村劳动者的思想政治教育和法制教育,引导农村劳动者正确培养思想素质;通过树立城乡教育公平理念和对农村劳动者实行教育倾斜,提高其文化素质和科技素质:通过加强劳动者职业教育和拓展劳动者就业渠道,提高其职业素质;通过提高劳动者生活水平和改善医疗环境来提高劳动者的身体素质,从而促进安徽省农村劳动力的有效转移。
[Abstract]:The transfer of rural labor force is a key link and an important way to increase farmers' income, promote the development of rural economy, narrow the gap between urban and rural areas, and ensure social harmony. The special urban-rural dual structure in Chinese society for a long time leads to the relatively low quality of rural laborers. The low quality of rural laborers restricts the effective transfer of rural labor force and hinders the coordinated development of urban and rural economy. Anhui Province is a typical agricultural province in the central part of China. At the end of 2014, the household registration population was 69.285 million, the resident population was 60.829 million, and the rural labor force population was 30.932 million, accounting for 50.8 percent of the total resident population. The rural per capita cultivated area is about 1.81 mu. In order to realize the sustainable development of Anhui Province, a part of rural labor force must be transferred out of the countryside, but the transfer is faced with many difficulties, the most important of which is the quality of workers. Among the many constituent elements of laborer's quality, ideological and moral quality and legal quality restrict their cognition and execution of policy and law, and cultural quality influence the scale, speed and stability of laborer's transfer. The management quality of occupation affects the way and direction of labor force transfer, and the physical quality affects the difficulty degree of labor force transfer. Therefore, in order to realize the effective transfer of rural labor force in Anhui Province, we must attach importance to improving the quality of rural laborers. Based on the thought of Marxist rural laborer's quality and its function, combined with the latest research results at home and abroad, this paper selects Anhui Province as the research object, using the methods of literature and questionnaire. This paper analyzes and explores the important role of rural laborer's quality in the transfer of labor force from four aspects: moral and legal quality, cultural and scientific quality, professional management quality and physical quality. On the basis of this, the author puts forward some ideas to improve the quality of laborers: to guide rural workers to cultivate their ideological quality by strengthening the ideological and political education and legal education of rural workers; Through setting up the concept of urban and rural education equity and the inclination of education to rural workers, we can improve their cultural quality and scientific and technological quality, and improve their professional quality by strengthening their vocational education and expanding their employment channels. In order to promote the effective transfer of rural labor force in Anhui Province, the physical quality of workers can be improved by improving their living standard and medical environment.
