不同治理结构下农村宅基地有偿退出模式探析——以金寨、蓟州、义乌3个典型试点为例

【摘要】：运用交易费用法分析试点区宅基地退出的治理结构,揭示不同治理结构下宅基地有偿退出的模式,剖析各种模式运作过程中出现的问题,以便其他地区借鉴。研究表明:(1)金寨县、蓟州区、义乌市分别在层级制、混合制和市场制的治理结构下,形成了"货币+宅基地、货币+购房补贴、资产置换"3种宅基地退出模式;(2)3种退出模式出现了补偿资金不足、复垦利用效率低、权属不完整等问题。因此,各地区应因地制宜地选择不同的治理结构和退出模式。
[Abstract]:This paper applies transaction cost method to analyze the governance structure of homestead withdrawal in pilot area, reveals the models of homestead paid withdrawal under different governance structures, and analyzes the problems in the operation of various modes, so as to draw lessons from other regions. The results show that: (1) in Jinzhai County, Jizhou District and Yiwu City, under the governance structure of hierarchical system, mixed system and market system, three kinds of homestead exit modes are formed: "money homestead, currency purchase subsidy, asset replacement"; (2) the three exit modes have some problems, such as insufficient compensation fund, low efficiency of reclamation and utilization, incomplete ownership and so on. Therefore, each region should choose different governance structure and exit mode according to local conditions.
