闽侯县农技推广人员发展现状及其激励研究

【摘要】:随着农业现代化进程的加快,先进的农业技术在农业生产上的应用逐渐增多。现代化农业技术的推广应用促进了农业生产模式的优化升级,使有限的土地发挥其最大的价值,实现帕累托最优。在新型农业技术需求和应用不断增多的背景下,使得新型农业技术的传播者农业技术推广服务人员的需求也在逐渐增加。农业技术推广人员服务水平和职业素养,成为先进农业技术向农民传播和应用的关键因素。研究分析农技推广人员,有利于提高农技推广人员的工作积极性,促进农业技术推广应用,从根本上提高农作物产量和质量;有利于在农业技术推广过程中加深闽侯县农业科技化程度,提高农业技术推广效率和农民生产效率。同时也为政府制定农业技术推广政策提供参考的理论依据。本文利用文献调查法,问卷调查法,实证分析法和模糊综合评价等方法对当前农业技术推广服务的国内外相关研究成果进行了归纳总结;就闽侯县农业技术推广服务人员队伍构建及其工作满意度进行了调查;并对农业技术推广人员等基本概念和人力资本、马斯诺需求层次等基本理论进行了概述,为全文研究内容的开展奠定了基础。研究结论如下:1、闽侯县农技推广服务人员存在男女比例失调严重、创新能力不足、专业发展不平衡、经验和知识储备较弱等问题。而农技推广服务人员工作满意度评价处于"不满意"和"比较满意"之间,满意度水平较低。2、农户对于农技推广服务人员服务的满意度还处于较低水平,不满意农户占比达到44%。模糊评价结果显示闽侯县农技推广服务人员整体素质表现刚合格,还存在较多不足和需要继续提升的地方。3、以马斯洛需求理论为基础,构建了包含:薪酬激励、精神激励、成长性激励以及保障化制度激励4个方面的激励机制框架。以此提高闽侯县农业技术推广服务人员积极性,从而达到提高农业技术推广效率的目的。因此,提高农技推广人员的工作积极性和农技推广人员队伍整体素质是农业技术推广工作的侧重点。
[Abstract]:With the acceleration of agricultural modernization, the application of advanced agricultural technology in agricultural production is increasing. The popularization and application of modern agricultural technology promote the optimization and upgrading of agricultural production mode, make the limited land give play to its maximum value, and realize the Pareto optimum. Under the background of the increasing demand and application of new agricultural technology, the demand of agricultural technology extension service personnel of the new agricultural technology communicator is also increasing gradually. The service level and professional accomplishment of agricultural extension personnel have become the key factors for the spread and application of advanced agricultural technology to farmers. The research and analysis of agricultural technology extension personnel will help to improve the enthusiasm of agricultural technology extension personnel, promote the application of agricultural technology, and fundamentally improve the yield and quality of crops. It is propitious to deepen the degree of agricultural science and technology in Minhou county in the process of agricultural technology extension, and to improve the efficiency of agricultural technology extension and farmers' production. At the same time, it also provides the theoretical basis for the government to formulate agricultural technology extension policy. In this paper, the literature survey, questionnaire, empirical analysis and fuzzy comprehensive evaluation of the current agricultural technology extension services at home and abroad related research results were summarized. The construction and job satisfaction of agricultural extension service personnel in Minhou county were investigated. The basic concepts such as agricultural extension personnel, human capital, Masno hierarchy of demand and other basic theories were summarized, which laid a foundation for the development of the full text of the research. The conclusions are as follows: 1. There are serious maladjustment of male and female ratio of male to female, insufficient innovation ability, unbalanced professional development, weak experience and knowledge reserve among agricultural extension service personnel in Minhou County. However, the evaluation of agricultural extension service workers' job satisfaction is between "unsatisfactory" and "relatively satisfactory", the satisfaction level is low, and the satisfaction of farmers for agricultural technology extension service personnel is still at a lower level. The proportion of dissatisfied farmers reached 44. The fuzzy evaluation results show that the overall quality of agricultural extension service personnel in Minhou County has just been qualified, and there are still many shortcomings and need to be further improved. 3. Based on Maslow's demand theory, the paper constructs a system that includes: salary incentive, spiritual incentive, etc. The incentive mechanism framework of growth incentive and guarantee system incentive. So as to improve the enthusiasm of agricultural technology extension service personnel in Minhou County, and achieve the purpose of improving the efficiency of agricultural technology extension. Therefore, improving the work enthusiasm of agricultural extension personnel and the overall quality of agricultural technology extension staff is the focus of agricultural technology extension work.
