农户土地承包权退出意愿及其影响因素研究——基于湖北省的微观调查数据

【摘要】：近年来,中央有关文件提出要积极稳妥地开展农村土地承包权退出试点,并且反复强调农村土地退出要尊重农民意愿。对湖北省三个县市的调查结果表明:对于土地承包权退出,总体看来农户的意愿不甚强烈,但具有一定的潜在需求。调查数据也显示,农户土地承包权退出意愿的影响因素是复杂多样的,户主的年龄、健康状况、文化程度、种地年数,家庭的人口数量、经营的土地面积、城镇是否有住房以及家庭的社会资源状况等都对土地承包权退出意愿有一定的影响,其中户主能力较差、家庭负担较重、社会支持较少的农户退出意愿更弱。在农户土地承包权退出问题上,应该充分尊重农民的意愿,发挥集体的主导作用,确定合理的补偿标准,构建完善的支持体系。
[Abstract]:In recent years, the relevant documents of the central government put forward to carry out the rural land contract right withdrawal from the pilot project actively and steadily, and stressed repeatedly that the rural land withdrawal should respect the farmers' will. The survey results of three counties and cities in Hubei Province show that the farmers' willingness to withdraw from the land contract right is not very strong, but there is a certain potential demand. The survey data also show that the factors influencing the farmers' willingness to withdraw from the land contract right are complex and diverse. The age of the head of household, the health status, the education level, the number of years of cultivation, the number of households, the area of land under operation, Whether there is housing in the town or not and the social resource condition of the family all have certain influence on the willingness to withdraw from the land contract right, among them, the ability of the head of household is poor, the burden of the family is heavy, and the peasant household with less social support is weaker. On the issue of the withdrawal of farmers' land contract right, we should fully respect the will of farmers, give play to the leading role of the collective, determine the reasonable compensation standard, and construct a perfect support system.
