梅州市梅县区新型职业农民培育问题研究

【摘要】：纵观中国的历史,我们会发现农业生产对于中国的生存发展具有举足轻重的地位,直接关系民生发展、社会稳定。虽然中国是一个农业大国,但却不是一个农业强国,农产品在国际市场的竞争力远远低于其他发达国家。因此,农民的职业能力和综合技能还亟待提升,我国需要培育一批新型职业农民以提高农业生产效率,这使得本文对于职业农民培育问题的研究具备了更加深刻的理论意义和现实意义。首先,本文在对文章涉及的基本概念进行定义的基础上,对国内外关于职业农民培育的相关文献进行整理,并做出相关的评述。其次,本文以梅县区为例开展研究,分析梅县区新型职业农民培育的现状及存在的问题以及培育问题产生的原因,探讨了新型职业农民培育与影响因素之间的相关关系。同时,本文还对发达国家成功的职业农民培育模式进行分析,并借鉴相关的实践经验,总结主要发达国家在其现代化进程中职业农民培育的特点,形成梅县区新型职业农民培育的启示与经验借鉴。最后,本文提出解决梅县区新型职业农民培育问题的建议。从完善培训政策宣传工作、合理安排培训时间和地点、优化农民培训的内容和方式、加强基层农技服务体系建设等方面提出了可行性的对策。本文的主要研究结论有以下几点。第一,梅县区主要通过基础设施和培训基地建设、培训内容优化等多种手段逐步建立农业教育培训体制。第二,梅县区职业农民培育仍然存在一定的问题,具体包括农民综合素质较低、农业劳动力结构失衡和培育模式传统单一等。第三,梅县区职业农民教育的意愿主要与农民的年龄以及是否从事纯农业活动有关,职业教育培育的效果则除了与农民的年龄相关之外还与农民对职业教育的关注程度有关。第四,梅县区的职业农民教育应该重视人才缺乏现象、建立长效培育机制以及建设良好培育环境。
[Abstract]:Looking at the history of China, we will find that agricultural production plays an important role in the survival and development of China, which is directly related to the development of people's livelihood and social stability. Although China is a large agricultural country, it is not an agricultural power, and the competitiveness of agricultural products in the international market is far lower than that of other developed countries. Therefore, the professional ability and comprehensive skills of farmers need to be improved urgently. In order to improve the efficiency of agricultural production, China needs to cultivate a number of new type of professional farmers. This makes the research on the cultivation of professional farmers have more profound theoretical and practical significance. First of all, based on the definition of the basic concepts involved in the article, this paper collates the relevant literature on the cultivation of professional farmers at home and abroad, and makes relevant comments. Secondly, taking Meixian area as an example, this paper analyzes the present situation, existing problems and causes of the cultivation of new type of professional farmers in Meixian district, and probes into the correlation between the cultivation of new type of professional peasants and the influencing factors. At the same time, this paper also analyzes the successful training mode of professional farmers in developed countries, and summarizes the characteristics of professional farmers cultivation in major developed countries in the process of modernization. Form a new type of professional farmers in Meixian area enlightenment and experience. Finally, this paper puts forward some suggestions to solve the problem of cultivating new type professional farmers in Meixian district. The feasible countermeasures are put forward from the aspects of perfecting the propaganda of training policy, arranging the training time and place reasonably, optimizing the contents and ways of training for farmers, and strengthening the construction of agricultural technology service system at the grass-roots level. The main conclusions of this paper are as follows. First, Meimei County has gradually established an agricultural education and training system through various means, such as infrastructure and training base construction, training content optimization and so on. Second, there are still some problems in the cultivation of professional farmers in Mei County, including the low comprehensive quality of farmers, the imbalance of agricultural labor force structure and the singleness of cultivation mode and so on. Thirdly, the intention of vocational farmer education in Mei County is mainly related to the farmer's age and whether they are engaged in pure agricultural activities, and the effect of vocational education cultivation is also related to the farmer's attention to vocational education in addition to the farmer's age. Fourthly, the vocational farmer education in Meixian should pay attention to the phenomenon of lack of talents, establish a long-term cultivation mechanism and build a good cultivation environment.
