陕西农地经营权抵押贷款影响因素研究
[Abstract]:With the marketization of agricultural land management and the deepening of diversification, the main body of agricultural management needs more and more funds for agricultural industrialization management, and the funds required for modern agricultural production can not be satisfied only by the small loans provided by financial institutions. The essence of farmland management right mortgage is a kind of quasi-property right mortgage. The implementation of farmland management right mortgage loan can effectively solve the dilemma that the agricultural management main body can not finance because of the lack of mortgage collateral. Therefore, in order to effectively solve the problem of farmers' financing difficulties, the Chinese government has gradually started to promote the reform of agricultural land finance, and has achieved certain results in the pilot work of mortgage loans for the management of agricultural land in 30 provinces of the country. But in practice, there are many factors that restrict the promotion of farmland management right mortgage loan. Therefore, it is not only helpful to alleviate the problem of "financing difficulty" but also related to the reform of farmland property right system and the sustainable development of agricultural industrialization and modernization. Based on this, this paper, guided by land property right theory, financial suppression theory and supply and demand equilibrium theory, adopts the method of combining empirical analysis with normative analysis. This paper studies the influence factors of agricultural land management right mortgage loan in Shaanxi province. First of all, starting from the ownership of agricultural land and the legal norms, this paper analyzes the innovation of the mortgage loan of farmland management right, and puts forward that "three rights separate structure" is a kind of system innovation of farmland mortgage. It is a new mode in Chinese capital market to develop the mortgage loan of farmland management right, which is beneficial to the scale management and industrialization management of agricultural land, and to realize the increase of farmers' income. Secondly, based on the reality of Shaanxi Province, it reveals the current situation and main problems of the mortgage loan of agricultural land management right in Shaanxi Province. Then, by constructing the binomial Logistic regression model and analytic hierarchy process, the paper reveals the influence factors on the development of agricultural land management right mortgage loan in Shaanxi province from the perspective of demand and supply. In order to promote the operation of agricultural land mortgage loan business in Shaanxi Province in an orderly manner, it is considered that the mortgage loan market of agricultural land management right in Shaanxi is in a supply-oriented unbalanced state at the present stage. Finally, based on the empirical results and the actual situation in Shaanxi, it is concluded that the smooth implementation of agricultural land management right mortgage loan business should follow the theory of equilibrium between supply and demand, design as a whole, strengthen the construction of legal system, and form the main body of agricultural management. Financial institutions and government tripartite linkage mechanism and other conclusions.
