奇台县古城乡农民收入问题的调查研究

【摘要】：中共中央十八大五中全会指出:重视农业发展,提高农业效益,保证农产品安全,从注重农产品的数量、产量,向注重质量、效益、生态、安全转变,实现资源、环境、农业协调发展,走农业现代化道路,到“十三五”末期全面建成小康社会,达到GDP和城乡居民人均收入比2010年增长一倍的目标。新疆维吾尔自治区作为一个西部农业大省,正处于改造传统农业、积极推进现代化农业的重要阶段,农业人口众多,占全疆总人口的一半以上,但新疆农民的人均纯收入远低于全国平均水平。因此,提高新疆农民的生活水平,弥补新疆全面建设小康社会的短板,对新疆乃至全国“十三五”总目标的实现具有重要意义,也关系到广大农村的稳定和长足发展。本论文主要采用文献查询、问卷调查研究、实证等方法,分析新疆昌吉回族自治州奇台县古城乡农民收入水平问题,目的在于:以古城乡农民收入水平的调查资料依据,探讨影响该乡农民收入的因素,并结合该乡实际,探索促进古城乡农民增收的对策建议。本文认为,应从加大农业投入,调整农业内部结构,加大人力资本投资,强化科技支撑作用等方面着手,实现古城乡农民持续增收。
[Abstract]:The Fifth Plenary session of the 18th Central Committee of the CPC Central Committee pointed out: pay attention to agricultural development, improve agricultural efficiency, and ensure the safety of agricultural products, from focusing on the quantity and output of agricultural products to focusing on quality, efficiency, ecology, safety, and realizing resources and environment. By the end of the 13th Five-Year Plan, we will build a well-off society in an all-round way and achieve the goal of doubling the GDP and per capita income of urban and rural residents as compared with 2010. Xinjiang Uygur Autonomous region, as a large agricultural province in the western region, is at an important stage of reforming traditional agriculture and actively promoting modern agriculture. The agricultural population is large, accounting for more than half of the total population of Xinjiang. However, the per capita net income of farmers in Xinjiang is far below the national average. Therefore, to improve the living standard of farmers in Xinjiang and to make up for the short board of building a well-off society in an all-round way in Xinjiang is of great significance to the realization of the overall goal of "the 13th Five-Year Plan" in Xinjiang and the whole country, and is also related to the stability and development of the vast rural areas. This paper mainly adopts the methods of literature inquiry, questionnaire investigation and empirical research to analyze the income level of ancient rural and urban farmers in Qitai County, Changji Hui Autonomous Prefecture, Xinjiang, with the purpose of: based on the investigation data of the income level of ancient urban and rural farmers. This paper probes into the factors affecting the peasants' income in this township, and explores the countermeasures and suggestions to promote the increase of peasants' income in ancient urban and rural areas in combination with the actual situation of the township. In this paper, we should increase the agricultural input, adjust the internal structure of agriculture, increase the investment of human capital, strengthen the supporting role of science and technology, and realize the sustainable increase of farmers' income in ancient urban and rural areas.
