被征地农民的收入下降了吗——来自CFPS数据的证据

【摘要】:"产权残缺论"与"失地失业论"以两种不同的思路论证征地会降低农民的收入,本文进一步整合了两种思路,从理论上辨析了"产权残缺论"所隐含的未被检验的命题,从经验上利用2014年中国家庭追踪调查数据、用倾向得分匹配方法估计了征地的福利效应。研究表明,"产权残缺论"所隐含的命题在交易费用为零的情况下是成立的,当交易费用大于零时土地转让以集体产权形式呈现更有效率。在农转非这项交易上,集体产权的主体变为地方政府,这本质是以企业替代市场,降低了地权交易的费用。另外,不同于"失地失业论",本文的证据显示征地能够提高被征地农民的收入,更能显著改善欠发达地区被征地农民的福利,征地的福利效应在低于贫困线的家庭中更为显著。
[Abstract]:The theory of incomplete property right and the theory of unemployment of lost land prove that land expropriation will reduce peasants' income with two different ideas. This paper further integrates the two ideas, and analyzes theoretically the untested proposition implied in the theory of property rights disability. The benefit effect of land expropriation is estimated by using the data of Chinese household tracking survey in 2014, and the tendency score matching method is used to estimate the welfare effect of land expropriation. The research shows that the proposition implied in the theory of incomplete property right is valid when the transaction cost is zero, and it is more efficient to transfer land in the form of collective property right when the transaction cost is greater than 00:00. In the transaction of agricultural conversion, the main body of collective property right becomes the local government, which in essence replaces the market with enterprises and reduces the cost of land right transaction. In addition, different from the theory of "landless unemployment", the evidence in this paper shows that land expropriation can increase the income of land-expropriated farmers, and can significantly improve the welfare of land-expropriated farmers in less developed areas. The welfare effects of land expropriation are more pronounced in families below the poverty line.
