宿迁市城乡统筹土地管理创新研究
[Abstract]:Combined with the present situation of land use in Suqian, the problems and contradictions in land use in Suqian are analyzed. From the angle of "protecting resources, saving intensive, safeguarding rights and interests, reforming and innovating", In order to solve the problems such as unreasonable structure and layout of construction land in Suqian, low land use efficiency and output rate, and insufficient funds for rural land renovation, it is urgent to change the original administrative directive land resource allocation mode. We should give full play to the decisive role of the market in the allocation of land resources and speed up the coordinated development of urban and rural areas through the innovation of land management system and mechanism. The innovation of land management in urban and rural areas is a systematic project, involving a wide range of areas. This paper mainly discusses the theoretical basis of land and resources management from the theories of urban and rural planning, sustainable land use, integration of urban and rural land market, etc. Focusing on the development of Suqian to achieve a greater breakthrough goal, in line with the regional coordinated development of comprehensive reform pilot "first trial" principle, carry out urban and rural overall planning of land management innovation system design, establish land ticket system, The allocation model of construction land index and cultivated land occupation balance index is changed from government administrative directive arrangement to market-oriented allocation under the guidance of the government to give play to the decisive role of market allocation of resources. Through the research on the market allocation of Suqian construction land index and cultivated land occupation balance index, the following achievements have been achieved: (1) the self-restraint mechanism of saving intensive land has been formed, and the use efficiency of construction land index has been improved; (2) forming the fund investment mechanism of urban backfeeding rural areas, land management innovation promoted the overall development of urban and rural areas, (3) forming the linkage promotion mechanism of rural land renovation, optimizing the urban and rural construction land space; (4) improving the quality of cultivated land and (5) widening the channels of increasing farmers' income. Through the research of urban and rural land management innovation in Chengdu, Chongqing and Suzhou, The paper puts forward the inspiration and reference significance of the innovation of the three cities in the rural land market allocation system to the land resources market allocation in Suqian city. Through the above analysis and research, combined with the practice of Suqian, the paper puts forward the relevant countermeasures and measures of land management innovation in urban and rural areas, focusing on exploring the dynamic management mechanism of the spatial layout of urban and rural construction land planning, dismantling and constructing the turnover index of urban and rural linkage. The coordination mechanism is used to promote rural land improvement by market-oriented means, and the comprehensive reform of urban and rural development is carried out.
