基于整体性治理的精准扶贫体系优化研究

【摘要】：整体性治理要求协调和整合不同层级政府、不同功能性部门以及公私部门形成整体型治理框架,从而破解公共服务中职权分散、政策冲突、功能重叠、组织分割、服务真空等碎片化难题。精准扶贫在治理目标、治理主体结构、治理价值三个层面与整体性治理高度耦合,摆脱扶贫资源碎片化、扶贫主体碎片化、扶贫政策碎片化等困境应在整体性治理理念指导下对精准扶贫体系进行优化。具体而言,通过行政放权扩大县、乡政府整合扶贫资源的自主权,向社会赋权以激活市场组织、社会组织、贫困人口等扶贫主体的活力促成多元扶贫主体的精诚合作,增强跨界合作,打破部门、制度、政策之间的壁垒,完善精准扶贫信息系统,为精准扶贫整体性治理模式的构建提供技术支撑。
[Abstract]:Holistic governance requires the coordination and integration of different levels of government, functional sectors and the public and private sectors to form a holistic governance framework, thus resolving decentralization, policy conflicts, overlapping functions and organizational divisions in public services. Specifically, through administrative decentralization to expand counties, township governments to integrate the autonomy of poverty alleviation resources, to empower the society to activate market organizations, social organizations, poor people and other pro-poor subjects vitality to promote the pluralistic poverty alleviation agents sincere cooperation, Strengthen cross-border cooperation, break down the barriers between departments, institutions and policies, improve the precision poverty reduction information system, and provide technical support for the construction of the integrated governance model of precision poverty alleviation.
