主体异质性视角下的农业产业化利益分配机制的治理研究

【摘要】：二十世纪九十年代至今,农业产业化经营与发展成为我国农业现代化的主旋律,而作为内核的产业化利益分配机制却滞后于经营体系的发展,导致农业市场发展失衡、农业产业化经营体系不稳定,解约现象屡见不鲜。窥探农业产业化利益分配机制的发展异向,解释其深层根源并加以完善是促进农业产业化健康发展的基础。本文基于主体异质性视角,选取龙头企业、农民专业合作社、普通农户三类产业化利益主体为代表,试图构建“异质性—利益分配机制”的分析框架。从主体间制度环境偏好、观念目标、社会参与能力、资源禀赋与贡献等方面的差异性为视角,探索主体异质性与利益分配控制权单一归属、利益分配不均衡的因果作用,并基于主体异质性提出治理与完善的路径。论文首先从农业产业化和参与主体出发,阐释了农业产业化发展的主要经营模式并整理出主要的利益主体及其利益互动关系;其次,构建“主体异质性—利益分配机制”的理论分析框架,论述利益主体的异质性在组织化、农产品生产、加工、运销各环节对利益分配情况的作用机制,指出主体异质性引致产业化利益分配控制权的单一归属与利益分配不均衡等问题;第三,以“龙头企业+基地+农户”“合作社+农户”“龙头企业+合作社+农户”三种产业化经营模式为例,分析其组织形式与利益分配情况,进一步检视异质性对利益分配机制的作用机理;最后,总结问题,并从异质性主体、利益分配机制、政府行为等三个方面提出农业产业化利益分配机制的治理路径,促进农业产业化稳定发展和农民的增收致富的对策建议。
[Abstract]:Since 1990s, agricultural industrialization management and development has become the main melody of agricultural modernization in our country. However, the distribution mechanism of industrialization benefits, as the kernel, lags behind the development of management system, which leads to the imbalance of agricultural market development. The management system of agricultural industrialization is unstable, the phenomenon of breaking contract is common. It is the basis of promoting the healthy development of agricultural industrialization to probe into the different development direction of benefit distribution mechanism of agricultural industrialization, to explain its deep root and to perfect it. Based on the perspective of subject heterogeneity, this paper chooses the leading enterprises, farmers' specialized cooperatives and ordinary peasant households as the representatives of three kinds of industrialization interest subjects, and tries to construct the analysis frame of "Heterogeneity-benefit Distribution Mechanism". From the point of view of the differences of institutional environment preference, idea goal, social participation ability, resource endowment and contribution between subjects, this paper explores the cause and effect of the heterogeneity of the subject and the single ownership of the right of control in the distribution of interests, and the imbalance of the distribution of interests. Based on the heterogeneity of the subject, the paper puts forward the path of governance and perfection. Firstly, from the view of agricultural industrialization and participating subject, the paper explains the main management mode of agricultural industrialization development and arranges the main interest subject and its mutual relation. Secondly, it constructs the theoretical analysis framework of "subject heterogeneity-benefit distribution mechanism", and discusses the mechanism of heterogeneity of interest subject in organization, production, processing, transportation and distribution of agricultural products. It is pointed out that the heterogeneity of the subject leads to the single ownership of the right of control in the distribution of industrial interests and the imbalance of the distribution of interests. Thirdly, taking the "leading enterprise base farmers", "cooperative farmers" and "leading enterprise cooperative farmers" as examples, the paper analyzes its organizational form and benefit distribution. Further examine the mechanism of heterogeneity to benefit distribution mechanism; Finally, the paper summarizes the problems, and puts forward the management path of the benefit distribution mechanism of agricultural industrialization from three aspects: heterogeneity subject, benefit distribution mechanism and government behavior, so as to promote the stable development of agricultural industrialization and the countermeasures and suggestions of increasing peasants' income and wealth.
